- This is a Pre-Solicitation notice (synopsis) for a full and open competition entitled "Transit Safety Retrofit Package (TRP) Development." The US Department of Transportation (US DOT), Research and Innovative Technology Administration (RITA), Intelligent Transportation Systems Joint Program Office (ITS JPO) has a requirement to conduct technical research activities in support of the ITS JPO's mission to accelerate the development and commercialization of crash avoidance systems based on vehicle-to-vehicle (V2V) and vehicle-to-infrastructure (V2I) wireless communications using dedicated short range communication (DSRC) technology. The RFP will be released and available electronically at http://www.fedbizopps.gov under Solicitation Number DTFH61-12-R-00001. Interested parties may register at the aforementioned site under the cited Solicitation Number to receive any relevant notifications. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to the RFP package. FHWA, on behalf of US DOT/RITA, estimates release of a solicitation on or about September 13, 2011 with an estimated proposal due date of October 13, 2011. See RFP when released for actual proposal due date. The FHWA anticipates making one Cost-Plus Fixed-Fee contract award to perform the following technical work. Estimated period of performance is a 26 months. This is a new requirement and, as such, there are no incumbent contractors. Under this planned procurement, the Contractor shall integrate wireless DSRC technology into transit vehicles, develop research prototypes of appropriate safety applications on these transit vehicles, support Model Deployment activities relative to the TRP, and develop dynamic mobility applications if the contract option is exercised by the Government. The USDOT will use the Transit Safety Retrofit Package (TRP) (and the transit-specific safety applications developed under this contract) for two primary purposes: 1) to support participation of transit vehicles in the Model Deployment Phase of the Safety Pilot Test as a means to test overall compatibility and interoperability of transit vehicles with other light and heavy vehicles; and 2) to support future transit V2V and V2I Research and Development activities, specifically building and deployment of three mobility applications. Under this planned contract award, the Contractor shall perform the following tasks: Task 1 - Develop Work Plan, and provide Project Management; Task 2 - Develop and Implement TRP; Task 3 - Design and Install an On-board Data Acquisition System (DAS); Task 4 - Develop Safety Applications; Task 5 - Develop, Implement and Support Driver Testing; Task 6 - Support Model Deployment; Task 7 - Refine On-board Systems and Applications; Task 8 - Support USDOT Outreach Efforts and Briefings; Task 9 - Support Coordination Efforts with Other Related USDOT Contractors; Task 10 (Option Period) - Develop Dynamic Mobility Applications.
