- The Department of Veterans Affairs (VA) is seeking to lease up to 1,950 parking spaces within a 5-mile radius of the Birmingham VA Medical Center (VAMC), located at 700 South 19th Street, Birmingham, Alabama. Space located in a parking garage or other structure will not be considered if it requires VA to enter into a capital lease. VA seeks a lease term of up to twenty (20) years. The parking spaces will be used as satellite parking for Veterans, visitors, and VA employees traveling to and from the VAMC. Included in the 1,950 spaces are the following specialty spaces: -15 buses with a minimum dimensions of 11' high, 30' long, 8' wide -10 12-passenger vans -18 high-top vans -A number of handicapped parking spaces no less than 10% of the total number of spaces The parking spaces must be accessible 24 hours per day, 7 days per week, and the parking shall be located in a safe, secure location with a fenced perimeter and controlled access. VA will provide transportation to shuttle passengers to and from the parking spaces and the VAMC. The lessor will be required to provide the following: -Waiting shelters of a size, type, and location to be specified by VA -Access to restrooms, to be serviced and maintained by the lessor, of a size, type and location to be specified by VA -Trash receptacles, to be emptied and maintained by the lessor -Sufficient lighting -Security personnel, as necessary -General maintenance of the lot, including, but not limited to, snow, ice, and trash removal The site is required to be properly zoned to allow for commuter/commercial parking. Ease of access to traffic thoroughfares and proximity to the VAMC will be considered for all locations submitted within the delineated area. VA may make more than one award to meet its total parking requirement. However, VA will not consider offers of less than 750 spaces in one location. Expressions of Interest Should Include: 1.Survey of the site and the site address. 2.One or more parking space layouts showing how the site can meet some or all of VA's requirements. 3.Total number, types, and dimensions of parking spaces being offered, including the specialty spaces listed above. 4.Annual rental rate, including a rental rate per space. 5.Evidence of appropriate zoning. 6.Identification of the site's owner and proof that the owner has authorized the respondent to offer the site Note: The Government will pay no more than the appraised fair market rental value for parking spaces.
