Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued; the provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective June 12, 2008. The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a firm fixed price, competitive commercial. This solicitation is unrestricted and The North American Industry Classification System (NAICS) is 611430 and the small business size standard is $7.0 million. The requirement of this solicitation is to develop, present and facilitate two, four-hour VHA HCLDP customized interactive presentations that focus upon emotional intelligence skills and techniques to support the continued development of VHA leadership to ensure a continuous stream of outstanding leaders for the future. The topic of these sessions are to cover the importance of developing emotional intelligence as a leader, being able to identify strategies for self-development of this competency and concept, and to have the ability to apply it to themselves and in their workplaces. The contractor shall provide consultation, design, and presentation services for the tasks identified. RESPONSES ARE DUE WEDNESDAY, September 14, 2011 by 10:00am Eastern Time. E-Mail responses to: William.Singleton2@va.gov PERFORMANCE WORK STATEMENT 1. Title of Contract: Emotional Intelligence Training Services 2. Scope of Work: The contractor shall provide all labor, supervision and other resources required to deliver two, four-hour "Emotional Intelligence in Leadership" interactive, case-study based training session for Veterans Health Administration's (VHA) Healthcare Leadership Institute's (HCLI), Health Care Leadership Development Program (HCLDP). The two, four-hour sessions will target 60 VHA leaders and 14 VHA Senior Executive Coaches. 3. Background: The HCLDP is a uniform VHA-wide curriculum for maintaining an accurate Executive Career Field Performance Management Program. This program was implemented in June 2009 for current and future VHA leaders. Several leadership development courses are offered to VHA leaders twice yearly. This leadership development tract includes a course entitled, "Emotional Leadership." Emotional Intelligence is ability, skill or a self-perceived ability to identify, assess and control the emotions of oneself, of others, and of groups. It is VHA's intent to introduce leaders to emotional intelligence, its competencies, provide a framework for leaders to develop emotional intelligence competencies. The overall benefit each VHA participant will receive as a result of this training will: a)Understand how outstanding leaders harness the power of positive emotions b)Learn an Emotional Intelligence model and its competencies c)Apply emotional intelligence concepts to themselves and their workplaces d)Identify strategies for enhancing their leadership and emotional intelligence e)Learn how to lead others more positively towards outstanding performance. Employee Education System (EES) is the largest VHA provider for employee education services. As a recognized leader and trendsetter in education, EES delivers the highest quality instructional programming to meet VHA customer expectations. Face-to-face conferences/workshops are but one means of meeting the educational needs of VHA employees. The face-to-face conference/workshop model followed by EES often includes leadership develop course and interactive presentations from nationally recognized subject matter experts. 4. Period of Performance: The period of performance shall be one year from date of award, with two-one year options. Pre-planning activities begin from contract award with actual presentations to be held in October 2011 and February 2012. The Government has determined that the use of options is in its best interest to permit continuity of services by providing VHA leaders with consistent training and instruction. 4.1. Government Recognized Holidays. Unless specifically authorized in writing by the Contracting Officer, no services will be provided and no charges will be incurred and/or billed to any order on this contract on any of the Federal Holidays listed below. Place of Performance: All conference/workshop pre-planning activities shall be performed at the contractor's site and participation in EES pre-planning teleconference calls will be provided through the Department of Veterans Affairs National Teleconference communication system (commonly referred to as VANTS). October 18, 2011 and February 7, 2012 actual presentations will be held in Las Vegas, NV and Cincinnati, OH, respectively. 6. Type of Contract: The Government anticipates award of a Firm Fixed-Price contract. 7. Objectives: Develop, present and facilitate two, four-hour VHA HCLDP customized interactive presentations that focus upon emotional intelligence skills and techniques to support the continued development of VHA leadership to ensure a continuous stream of outstanding leaders for the future. The topic of these sessions are to cover the importance of developing emotional intelligence as a leader, being able to identify strategies for self-development of this competency and concept, and to have the ability to apply it to themselves and in their workplaces. The contractor shall provide consultation, design, and presentation services for the tasks identified: 7.1. The contractor shall participate in the HCLDP Leadership conference pre-planning activities with the HCLDP VHA planning team. The contractor shall outline the Emotional Intelligence training synopsis highlighting key learning goals. Pre-planning activities will be conducted via a teleconference. 7.2. The contractor shall provide electronically relevant reading references and training session preparation materials three-weeks in advance of the face-to-face conference. All electronic copies of the material must include written permission for VHA to reproduce copyright materials as training handouts to each participant. 7.3. The contractor shall provide a brief biography (approximately one paragraph) for the formal introduction of the Emotional Intelligence Instructor (Contractor's Presenter) to participants three weeks prior to the face-to-face conference. 7.4. The contractor shall develop and deliver two, four-hour customized interactive sessions on emotional intelligence in leadership. The contractor shall design and present customized interactive content that provide a learning environment for developing emotional intelligence concepts and related competencies that define emotional intelligence, e.g. self management, self awareness, self regulation, self motivation, and empathy; accurately perceive emotions, using emotions to facilitate thinking and meanings, and manage emotions, and finally development and refinement of leadership listening skills with flexibility recognizing the impact of non-verbal communications. 7.5. The contractor shall participate in conference onsite follow up meeting immediately following the emotional intelligence sessions to review participant evaluation feedback, onsite comments and observations regarding the session. 8. Contract Award Meeting: The contractor shall not commence performance on the tasks in this Performance Work Statement (PWS) until the Contracting Officer has conducted a kick off meeting or has advised the contractor that the kick off meeting is requirement has been waived. 9. General Requirements: 9.1. For every task, the contractor shall identify in writing all necessary subtasks (if any), associated costs by task, and associated sub-milestone dates. The contractor's subtask structure shall be reflected in the contractor's technical proposal and supported by a detailed work plan. 9.2. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. 9.3. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, correct, prevent, and ensure non-recurrence of defective services. The contractor's quality control program is the means that the work complies with the requirement of the contract. 10. Formal Acceptance or Rejection of Deliverables: The Government will review each deliverable and provide feedback/comments within 15 business days. The contractor shall have five business days to incorporate feedback/comments and make appropriate revisions. The contractor shall provide the revised version of each deliverable to the Contracting Officer's Technical Representative (COTR). The COTR will review and determine final acceptance by the Government. The COTR will notify the contractor of final acceptance within five business days. 11. Changes to the PWS: Any changes to this PWS shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. 12. Travel: 12.1. Travel and per diem is a cost reimbursable item and shall be reimbursed in accordance with VA/Federal Travel Regulations (FTR). Each contractor invoice must include copies of ALL receipts that support the travel costs claimed in the invoice. The contractor is only entitled to actual cost spent while on travel that falls within the perimeters as set forth within the FTR, to include food. Travel must be pre-approved by the COTR. Travel must be priced separately in the price schedule. Local travel within a 50-mile radius from the contractor's facility is considered the cost of doing business and will not be reimbursed. This includes travel, subsistence, and associated labor charges for travel time. Travel performed for personal convenience and daily travel to and from work at the contractor's facility will not be reimbursed. Travel, subsistence, and associated labor charges for travel time for travel beyond a 50-mile radius of the contractor's facility are authorized on a case-by-case basis and must be pre-approved by the COTR. Government Responsibilities: 13.1. The Government will provide audio/visual equipment and any stage set-up required by the contractor at the presentation site. 13.2. Summary of last year's evaluation data from the negotiation session. 13.3. Duplication and mailing of readings and pre-work received from the contractor electronically to participants (one copy per participant). 13.4. Duplication of support materials for the session itself (one set per participant) and purchase and distribution copy-written materials for distribution (on per participant). 13.5. The Government will develop and conduct a post delivery audience evaluation of the presentation addressing fulfillment of objectives and critique of contractor's skill, knowledge and materials. The results of this evaluation will be shared with the contractor 14. Contractor Experience Requirements - Key Personnel: 14.1. Key Personnel: Certain skilled experienced professional and/or technical personnel are essential for accomplishing the work to be performed. These individuals are defined as "Key Personnel" and are those persons whose resumes are submitted and marked by the vendor as "Key Personnel." Substitutions shall only be accepted if in compliance with "Substitution of Key Personnel" provision identified below. The Contracting Officer may notify the Contractor and request immediate removal of any personnel assigned to any task by the Contractor that are deemed to have a conflict of interest with the government or if the performance is deemed to be unsatisfactory. The reason for removal shall be documented and replacement personnel shall be identified within three (3) business days of the notification. Employment and staffing difficulties shall not be justification for failure to meet established schedules. 14.2. Substitution of Key Personnel: All Contractor requests for approval of substitutions hereunder shall be submitted in writing to the COTR and the Contracting Officer at least thirty (30) calendar days in advance of the effective date, whenever possible, and shall provide a detailed explanation of the circumstances necessitating the proposed substitution, a complete resume for the proposed substitute, and any other information requested by the Contracting Officer necessary to approve or disapprove the proposed substitution. New personnel shall not commence work until all necessary security requirements, have been fulfilled and resumes provided and accepted. The COTR and the Contracting Officer will evaluate such requests and promptly notify the Contractor of approval or disapproval in writing. 14.3. Contractor Personnel Requirements: Key Personnel proposed shall have knowledge in the following: 14.3.1. Expert knowledge, researcher and published author of leadership development with excellent speaking techniques and tools. Board certified with fifteen years of experience in successfully delivering leadership development courses including self-awareness and building positive and productive relationships to professional audiences addressing Emotional Intelligence in Leadership techniques. Individual demonstrates an open mind, ability to internalize information, and willing to listen and respond to questions from the audiences. Contractor demonstrates exceptional presentation skills using audio-visual tools and programs creating an interactive presentation. 14.3.2. Contractor must have experience working with senior level professionals within federal government agencies in the healthcare industry. 15. Confidentiality and Disclosure: 15.1. It is agreed that: 15.1.2. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the contract. 15.1.3. The Contracting Officer will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the Contracting Officer for response. 15.1.4. Press releases, marketing material, or any other printed or electronic documentation related to this project shall not be publicized without the written approval of the Contracting Officer. 16. 852.273-75 Security Requirements for Unclassified Information Technology Resources. As prescribed in 839.201, insert the following clause: SECURITY REQUIREMENTS FOR UNCLASSIFIED INFORMATION TECHNOLOGY RESOURCES SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY (EIT) STANDARDS The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all VA contracts, solicitations and purchase orders developed to procure Electronic and Information Technology (EIT). These standards are found in their entirety at http//www.section508.gov. A printed copy of the standards will be supplied upon request. The contractor shall comply with the technical standards at 36 CFR 1194.22 Web-based Intranet and Internet Information and Applications, 1194.24, Video and Multimedia products, and 1194.31, Functional Performance Criteria in performing this order.
