- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested and a written solicitation will not be issued for the solicitation number NIAID-NOI-11126 a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-53 dated August 4, 2011. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 325413, which has a business size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure the following conjugates on a sole source basis with Life Technologies (Invitrogen). Item/Description/Quantity: 1) ALEXA FLUOR 488 CARBOX 1mg, #A20000, qty -65 each, 2) ALEXA FLUOR® 594 CARBOX, 1mg, #A20004, qty-65 each, 3) ALEXA FLUOR® 680 CARBOX, 1mg, #A20008, qty-65 each, 4) LIVE/DEAD FIXABLE BLUE DEAD 1 Kit, # L23105, qty -10 each, and 5) LIVE/DEAD FIXABLE VIOLET DEAD 1 Kit, qty-10 each. The requirement for the acquisition of conjugates to be used in antibody staining experiments that will support the goal of identifying new molecular correlates of T cell efficacy for analysis by flow cytometry. The ALEXA FLUOR will be used as fluorescent tags for antibodies that will be used across a wide variety of experimental systems. The conjugates have been used extensively throughout the 10+ years, which this is to replenish stock material for the required labs. This consistency is essential for analysis data to ensure the continuity of on-going research, and would provided results inconsistent with previously gathered data from previous trial runs if product was to change to other potential suppliers. Delivery shall be provide in 2 shipments as the following: SHIPMENT 1 is to consist of line items 1, 2 and 3 with a quantity of 33 each, and line item 4, and 5 with a quantity of 5 each; SHIPMENT 2 is to consist of line items 1, 2, and 3 with a quantity of 32 each, and line items 4 and 5 with a quantity of 5 each. The first shipment to be provided from date of award, and second shipment to follow 3 months after date of award. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, and 3) delivery. Delivery to Bethesda, Maryland 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB terms are 'Destination' and Net 30. FAR provisions and clauses that apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2, Evaluation - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders - Commercial Items; and FAR 52.232.33, Payment by Electronic Funds Transfer-Center Contractor Registration. In order to be considered for an award, an Offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an Offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 5:00 P.M. Eastern Daylight Savings Time (EDST) on September 14, 2011.
