- The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the Naval Enterprise Networks (NEN) Program Management Office (PMW- 205) / Next Generation Enterprise (NGEN) is seeking industry comments on commercial solutions that support Service Management Integration (SMI) that may be applicable to supporting Department of the Navy (DON) requirements. An RFI requests responses from Industry solely for information and planning purposes. An RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future, and an RFI does not commit the Government to contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to the RFI. All costs associated with responding to this RFI will be solely at the interested partys expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. General background information on the Next Generation Enterprise Network can be located at the publicly accessible website: http://www.public.navy.mil/SPAWAR/PEO EIS/NEN/NGEN/Pages/NGENReferenceLibr ary.aspx The purpose of the attached SMI concept document is to enable industry to develop solutions that improve efficiencies inherent to the model. The government intends to perform the activities described in the model. Based on your experience in Government IT service environments, what does the potential contractor recommend they can provide to support the governments SMI concept and what could they do to improve efficiency and reduce risk inherent to service management integration? Below are some questions that potential contractors should consider when responding to the SMI Concept document: 1. What impediments or obstacles do you see that would prevent a contractor from meeting a 30 day seat delivery in a segmented environment? How would you propose to meet that requirement (people, processes and tools) in a segmented delivery model? 2. The Government intends to use a multi-vendor approach to delivering services to its customers. In your past experience, what SLAs, OLAs, ACAs or other guiding procedures have been put in place to adjudicate disputes or disagreements between contractors when each one is required to provide a portion of the service? 3. Considering the Government SMI Concept what is your plan for minimizing conflict of interest and competitive tension between contractor-provided SMI support and other segment contractors to ensure efficient cross segment collaboration? 4. The Government intends to establish enterprise process standards and cross-supplier procedures. What issues, if any would you anticipate as a result of this methodology? 5. Service management integration is often incorrectly estimated from a complexity and authority point of view. What mitigating strategies would you offer? 6. Offer metrics, critical success factors and/or guiding principles that you would use to support service management integration in the NGEN environment. Interested parties are requested to respond to this announcement by providing responses to the questions. All submissions should be in Microsoft Word for Office 2003 or a compatible format and are due no later than 16 September 2011. Responses shall be submitted via e-mail only to NGEN Procuring Contracting Officer, CDR John Windom, at NGENPWS_NGENPWS@bah.com Responses to this announcement shall include the following: a. Name, mailing address, phone number, and e-mail of designated point of contact; Proprietary information WILL NOT BE ACCEPTED. The Government intends to use various military and civilian Navy and Marine Corps personnel in reviewing and evaluating any responses to this announcement. The DON contracts with each company include the appropriate organizational conflict of interest and nondisclosure agreements. Questions regarding this announcement shall be submitted by e- mail to the Contracting Officer, at john.windom@navy.mil. Verbal questions will NOT be accepted. Any Government answers, responses and/or comments will be posted to the NGEN Reference Library. Accordingly, questions shall NOT contain proprietary or classified information.
