Description
The National Heart, Lung, and Blood Institute (NHLBI) on behalf of The National Center for Research Resources (NCRR), is seeking a private nonprofit organization interested in providing lifetime care for chimpanzees (Federally Supported Chimpanzee Sanctuary System) for approximately up to 130 chimpanzees retired from active federally-supported research. The Contractor shall operate and maintain a sanctuary to provide lifetime care for chimpanzees as described by the “Chimpanzee Health Improvement, Maintenance, and Protection (CHIMP) Act,” A copy of the CHIMP Act is included at the following site: http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=106_cong_public_laws&docid=f:publ551.106 The contract will be for care and maintenance only. There will be no funds or additional contracts for construction of facilities. The Contractor must operate the sanctuary site in compliance with: a) The Animal Welfare Act (P.L. 89-544, as amended) Rules and Regulations published in the Code of Federal Regulations (CFR), Title 9 (Animals and Animal Products), Chapter 1, Subchapter A (Animal Welfare), Parts 1, 2, and 3 (AWRs); b) Public Health Service Policy on Humane Care and Use of Laboratory Animals (PHS Policy); c) Guide for the Care and Use of Laboratory Animals (NRC 2010)(Guide); d) Biosafety in Microbiological and Biomedical Laboratories (5th Edition, CDC-NIH, 2009) (BMBL); e) Occupational Health and Safety in the Care of Vertebrate Animals Used in Testing, Research and Training (NRC 1997); e) Chimpanzees in Research, Strategies for their Ethical Care, Management, and Use (NRC 1997); f) AVMA Guidelines on Euthanasia, June 2007; g) The Psychological Well-Being of Nonhuman Primates, (ILAR) 1998; h) 29 CFR 1910.1030, Bloodborne Pathogen Standard; and i) 42 CFR part 9, Standards of Care for Chimpanzees Held in the Federally Supported Chimpanzee Sanctuary System; Final Rule. The anticipated period of performance for this award is July 1, 2012 to June 30, 2017. It is anticipated that there will be a single contract award for this requirement. The contract will be an Option Contract with one base year and will include four one-year options. A cost reimbursement contract is anticipated. This is a Pre-solicitation Notice in advance of a Solicitation, and the Government is not committed to award a contract pursuant to this announcement. The solicitation will be issued under full and open competition. The solicitation detailing the specifics of the project as well as information pertinent to the development of a proposal will be available electronically on or about September 14, 2011 and will be posted to the Federal Business Opportunities website at http://fedbizopps.gov under the National Heart, Lung, and Blood posting section. No paper copies will be available. Proposals will be due on or about October 28, 2011. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for possible solicitation amendments that may be issued by the Government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
