Description
The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the Naval Enterprise Networks (NEN) Program Management Office (PMW- 205) / Next Generation Enterprise (NGEN) Program is seeking industry comments on the Acquisition Concept (AC) #3 documents in the area of Transport Services (TXS) and Enterprise Services (ES). This sources sought announcement is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request does not commit the Government to contract for any supplies or services whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement; all costs associated with responding will be solely at the interested partys expense. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. General background information on the Next Generation Enterprise Network can be located at the publicly accessible website: http://www.public.navy.mil/spawar/PEOE IS/NGEN/NGEN/Pages/NGENReferenceLib rary.aspx The Government intends to release Acquisition Concept #3 (AC3) in support of the NGEN Programs Transport and Enterprise Services requirement on or about 30 August 2011. AC3 will be the third in a series of three ACs that will be released in advance of TXS and ES draft RFP(s). The intent of the AC releases is to provide industry ongoing insight into the development of the NGEN requirements while also affording our industry partners an opportunity to provide feedback prior to the release of any subsequent draft solicitation(s). The AC3 release will consist of approximately 19 draft program documents. The draft documents are as follows; Enterprise and Transport Services Supplies and Services and Prices/Costs (Section B/CLINs)and Enterprise and Transport Services Description/Specifications (Section C), Enterprise Services Quality Assurance Surveillance Plan, Transport Services Quality Assurance Surveillance Plan, Requirements Management Plan, Physical characteristics of the USMC Management Domain, Site Scheduling Tool, USMC Notional Transport Services Rate Card Applications, USMC Notional Transport Services Rate Card Equipment, USMC Notional Transport Services Rate Card - FTEs to LOC, USMC Notional Tools List, USMC User and Enterprise Services Device Distribution, USMC ES PWS RAsCI Mapping, USMC TXS PWS RAsCI Mapping, PMW-205 Concept of Operations, Integrated Architecture, System Design Specification, Allocated Baseline, Data Management Strategy, Asset Management Plan, ACR3 Comment Matrix. In order to access the AC, all companies must have a fully executed (signed) NGEN Government Purpose Rights (GPR) Non- Disclosure Agreement (NDA) on file with the NGEN Procurement Contracting Officer (PCO). To request access to AC3, send an email to NGENPWS_NGENPWS@bah.com with subject line NDA on File, NGEN August Acquisition Concept Request. Once the PCO support staff has validated that a GPR NDA is on file the requestor(s) will be provided a link and Personal Identification Number (PIN)/ password to access the data. All requests must list the company name and corporate email address of each individual requesting access. Please note that the link is only active for two weeks; after two weeks please email NGENPWS_NGENPWS@bah.com to request a different link. * If the NGEN (or NGEN) GPR NDA has already been executed for previous industry days or receipt of documents it is not necessary to submit another NDA. ** Once access is granted, the requestor(s) will automatically receive a new link and PIN when AC3 and other releases are ready for review. All releases will be announced via FBO before the link and PIN/password are distributed. If a NDA is not on file; a NDA will need to be executed by an individual who is authorized to sign on behalf of their company and return it to the NGEN PCO (E-mail NGENNDA_NGENNDA@bah.com; Fax 202-433-7619), along with an e- mail address. Once the PCO support staff has processed the NDA, the requestor(s) will be provided a link and PIN to access the data. This NDA is in accordance with DFARS 227.7103-7 and is provided as an attachment to this synopsis. Interested parties are requested to respond to this announcement by providing questions or suggestions to the documents. All submissions should be returned to the PCO via the spreadsheet provided with the release and are due no later than 15 September 2011 (closing date for incorporation into the DRAFT RFP release). Responses shall be submitted via e-mail only to NGEN Procuring Contracting Officer, CDR John Windom, at NGENPWS_NGENPWS@bah.com Responses to this announcement shall include the following: a. Name, mailing address, phone number, and e-mail of designated point of contact; Proprietary information WILL NOT BE ACCEPTED. The Government intends to use various military and civilian Navy and Marine Corps personnel in reviewing and evaluating any responses to this announcement. The DON contracts with each company include the appropriate organizational conflict of interest and nondisclosure agreements. Questions regarding this announcement shall be submitted by e- mail to the Contracting Officer, at john.windom@navy.mil. Verbal questions will NOT be accepted. Any Government answers, responses and/or comments will be posted to the NGEN Reference Library. Accordingly, questions shall NOT contain proprietary or classified information.
