- Description
- Air Education and Training Command Specialized Contracting Squadron (AETC CONS/LGCK), Randolph AFB, TX is conducting an acquisition for Tyndall AFB Support Services. This pre-solicitation synopsis is being issued for non-personal services for Civil Engineering Operations Support Services at Tyndall AFB, FL. (Note: The description contained within this synopsis is a summary of the required services and is not intended to be all inclusive.) Services include but may not be limited to maintenance and repair of facilities, infrastructure, real property and accountable real property installed equipment (RPIE) at Tyndall AFB, FL and any attached or related properties under the control of Tyndall AFB, FL. This includes (1) Operations Support; (2) Infrastructure Systems; (3) Heavy Repair; and (4) Facility Systems Activities. Broad examples of included activities are Heating Ventilation and Air Conditioning (HVAC) maintenance and repair, plumbing and electrical maintenance and repair, fire suppression maintenance, airfield maintenance, work request management, security alarm, Joint Service Interior Intrusion Detection Systems (JSIIDS) maintenance, minor construction, elevator maintenance, structural maintenance and repair, and roof maintenance. This activity also maintains and operates base-wide Civil Engineering (CE) customer interface. A single Firm Fixed Price (FFP) contract will result from the solicitation. There will be a 45-day mobilization period scheduled to begin 01 Oct 2012. The contract shall be for a one (1) year base period (which includes the 45-day mobilization period beginning 01 Oct 2012), with the base period beginning 15 Nov 2012, and will include 4 one-year option periods. The Request for Proposal will be posted on or about 14 Sep 2011 and proposals are anticipated to be due on or about 24 Oct 2011. This will be an electronic solicitation release. The anticipated award date is on or about 01 Aug 2012. A site visit is tentatively scheduled on or about 04 Oct 2011 at Tyndall AFB, FL. Details of the visit will be published in a separate notice and no hard copies will be mailed. Solicitation, amendments and other miscellaneous documents will be posted to the Federal Business Opportunities website at http://www.fbo.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. This requirement will be conducted under the Small Business 8(a) program and will be evaluated using a Best Value Tradeoff approach. The factors to be evaluated are Technical, Past Performance, and Price. Past Performance is approximately equal to Price. All responsible 8(a) firms may submit a proposal which shall be considered. A source selection will be conducted at HQ AETC, Randolph AFB TX in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315, Contracting by Negotiation (dated 03 May 2011) and Mandatory Procedures 5315.3, Source Selection (dated 04 May 2011). Contact with government personnel other than the AETC CONS contracting officer listed below by a potential offeror or their employees regarding this project is strictly prohibited. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the Central Contractor Registration database is required. To register, go to http://www.ccr.gov. The North American Industry Classification System (NAICS) code for this solicitation is section 561210. The small business size standard is $35.5 million.
