Description
This is a combined synopsis/solicitation Request for Quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID RFQ 1153 and the solicitation is being issued as Request for Quotation (RFQ). This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 05-53). This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set aside, but small, small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotes. All responsible sources may submit an offer that will be considered by the Agency. The North American Industry Classification System (NAICS) Code for this acquisition is 541711, and the small-business size standard is 500. The National Institutes of Health, National Institute of Allergy and Infectious Disease (NIAID) intents to procure FlexiPlate siRNA 384 Set 0.1 nmol, (Qty) 3648 each; FlexiPlate siRNA 384 Set 0.25 nmol, (Qty) 768 each; must provide highly flexible, economical RNAi screening at 0.1 nmol and, 0.25 nmol, in 384-well plates for a choice of target genes genome wide "siGENOME smartpool" libraries for analyzing the response of human and mouse cells to lipopolysaccharide (LPS). Must provide a broad evaluation of all genes that are involved in this response, providing an important dataset for modeling the host-pathogen interaction, identifying possible therapeutic targets for bacterially induced disease, and determining similarities and differences in the innate immune response of mice and humans. These genes also must have these capabilities: • Maximum flexibility to select siRNAs targeting human and mouse genes, controls, scales, and plate layout • Economical options allow screening of more target genes • Cutting-edge siRNA design minimizes the risk of off-target effects • Rapid delivery enables screening without delay Award will be based on: a) Technical capabilities to meet the required specifications; b) Delivery; c) Price. The FOB Destination, Bethesda, Maryland 20892. The government will award a firm fixed price purchase order to the responsible contractor. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] Offers must be submitted no later than 4:00 P.M. Eastern Daylight Time on Tuesday, 13 September 2011.
