Amendment is for Solicitation No: A11PS01275 is as follows: 1.4 Western Navajo Agency:Western Navajo Agency - The Western Navajo Agency (WNA) contains about 5.5 million acres of Navajo Nation trust land. This land is divided in to 5 Grazing Districts; these districts are also known as Land Management Districts. The Grazing Districts are Grazing Districts 1, 2, 3, 5 and 8. The last time range inventories were done was in the 1970s and these are now out-dated and no stocking rates adjustments have been done since the original setting of stocking rates. Prior to the 1970s surveys, the districts had not been inventoried since the initial surveys were completed in the 1930s. The initial inventories were done to support the U.S. Soil Conservation Service's creation of Land Management Districts to establish carrying capacities and livestock stocking rates. The conservation and maintenance of a sustained yield of rangeland resources is a basic trust responsibility of the United States. The trust land is mainly rangeland and is used for livestock and wildlife grazing purposes. Lands available for grazing have been decreasing due to an increase in residential settlement and development of lands for utilities and roads. The increase in the human population and development has led to numerous land dispute issues and less available forage for livestock and wildlife. This area has also been historically impacted by the Navajo and Hopi litigation over the 1882, Former Joint Use Area, and the 1934, Former Bennett Freeze Areas, reservations. The settlement of the Former Joint Use Area (FJUA) has impacted the WNA grazing lands. Many families have relocated from the FJUA to areas within the Grazing Districts of WNA and have helped the increase of the human population and its impacts. A portion of the original Grazing Districts were lost to Hopi Partitioned Lands. 1.5 Navajo Partition Lands:Navajo Partitioned Land - The Navajo Partitioned Lands (NPL) are located in Navajo and Coconino counties in northeast Arizona. The Navajo Partitioned Lands are that portion of the Former Joint Use Area (by 1882 Executive Order excluding Grazing District six) awarded to the Navajo Nation under the Judgment of Partition issued in 1979 by the United States District Court for the District of Arizona. It is now a separate administrative entity within the Navajo Nation. The NPL encompasses approximately 910,833 acres and these acres are divided into 51 proposed range units. These lands contain fourteen Navajo Nation Chapter communities and span through three Navajo Agencies. The Navajo Partitioned Lands are subject to 25 CFR Part 161, Navajo Partitioned Lands (NPL) Grazing Permits and became effective January 5, 2006. With implementation of this new regulation a permanent system of grazing administration will be reestablished on NPL after a lapse of more than 30 years (original permits were canceled by Federal Judge's order in 1973). By Navajo Nation Council action, the NPL area is divided into 3 areas know as Precincts and has established Precinct Grazing Committees to oversee and represent the Navajo Nation on the implementation of NPL grazing regulations. The last time range inventories were done was in 1998 and the recommended carrying capacity for NPL was 15,710 sheep units yearlong. 3.
