Modification to previous announcement includes questions and answers. Document on orignal announcement still applies to this acquisition. ******************************************************************************* BLDG 5-5 does not have a loading dock. The UPS is located on the first/only floor of FTIG building 5-5. There are no stairs or elevators to encounter during the battery delivery. A delivery truck can drive directly to the building's bay/garage door. It is approximately 50 meters from the garage/bay door where the delivery truck will offload to the location of the UPS. The floors is smooth cement and tile with no steps or transitions. The room that contains the UPS has a standard single door entrance that is 36 inches wide x 84 inches tall. A lift gate on the delivery truck will be very helpful, otherwise advanced notice of the delivery date is required so that a fork lift can be coordinated for lowering the batteries from the delivery truck. Our facility does have a pallet jack that can be used to transport the batteries after they are offloaded from the truck. Information from the UPS data plate: Serial Number: F07-10090 Model Number: 72-134552-301 and 99-18260-07 (the data plate has two numbers listed for model number, in this order) Date Code: 07/19 Blower Assembly Nomenclature and part number: Assembly, 530CFM Blower P/N: 72-132386-00 ********************************************************************************* This solicitation is issued as a Request for Quotation (RFQ); solicitation/reference number is W25KYC11588002. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. This acquisition is for a Brand Name service requirement and is unrestricted. For reference only,the associated North American Industry Classification System (NAICS) code is 811310, and the small business size standard is $7 Million. STATEMENT OF NEED Uninterrupted Power Supply (UPS) System Battery Replacement 1. General Information a) The Pennsylvania Army National Guard has a "one time" requirement for the removal, replacement, and disposal of existing batteries in nine its MGE Galaxy UPS Systems. The batteries in these MGE UPS systems are reaching the end of their life-cycle and require replacement. b) The MGE UPS Systems are centrally located at the DDTC BLD 5-5, which resides on Fort Indiantown Gap, Annville PA. d) Normal duty operations are Monday through Friday from 8 AM - 5 PM except on Federal Holidays. 2. Battery Replacement (one time requirement) a) The Contractor shall purchase, deliver, install and test the replacement batteries and qty 3 blowers for the MGE UPS Systems as described herein. b) The batteries and blowers in the MGE UPS Systems are to be replaced with the battery model number specified, or Manufacturer's approved replacement. c) The Contractor and the Government's representative shall develop a mutual agreed installation schedule. The installation schedule shall not interfere with operations. d) The Contractor shall provide all labor, equipment, tools, and other support required to deliver, remove, replace/install, and dispose of batteries. e) The Contractor shall ensure that the replacement batteries are installed in accordance with manufacturer's recommendations, requirements, and specifications. f) The Contractor shall remove all Contractor-furnished material, tools, equipment, trash, liter, packing and excess material from the site and dispose of such material. 3. Delivery Information a) The contractor shall notify the Government's representatives indentified in Paragraph 5 a minimal three (3) day notice before planned delivery. Notification and scheduling of shipment shall be coordinated by contacting the Government's representative via telephone and email. b) Delivery shall be scheduled to ensure arrival only Monday-Friday (excluding federal holidays) between the hours of 7:30 a.m. and 4:00 p.m EST. Specifically, the following clauses cited within 252.212-7001 are applicable: 252.203-7000. Award cannot be made to an offeror unless they are registered and current in the CCR database. The CCR can be accessed at http://www.ccr.gov EVALUATION CRITERIA: 52.212-2 -- Evaluation -- Commercial Items applies to this acquisition. The specific evaluation criteria in 52.212-2 paragraph (a) are as follows: Evaluation of offerors will be based on price and technical acceptability. An offeror is technically acceptable if there are no exception to the Statement of Work. This requirement is a brand name service requirement. Award will be made to the offer who represents the best value to the Government. The Government reserves the right to award without discussions.
