The BFDF is located in the Genesee Gateway Corporate Park at 4250 Federal Drive in the Town of Batavia, Genesee County, New York. The site is approximately 30 miles east of Buffalo, New York. The FDF is located on a 33.6 acre parcel, of which approximately 22 acres are developed and the remaining portion is mostly wooded, undeveloped land. Description of Work: The applicable North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction. Small Business Size Standard for this acquisition is $33.5 million dollars in annual receipts averaged over a concern's latest three completed fiscal years. Construction Magnitude: Between $10,000,000 and $25,000,000. Prevailing Wages: Wage determination is General Decision Number NY100031. Visit www.wdol.gov, Davis-Bacon Act, for the wage determination. Set-Aside: This procurement is set-aside for 100% small business. Evaluation Criteria: This procurement will be negotiated using Source Selection Procedures. The source selection evaluation approach for this procurement will be the Lowest Price Technically Acceptable (LPTA) evaluation criteria in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2. The solicitation is a single phase procurement following the Low Price Technically Acceptable (LPTA) process. Proposals will be evaluated based on the technical factors described in the solicitation package. The Contracting Officer will award a firm-fixed price contract to the responsible offeror whom the Source Selection Authority determines conforms to the solicitation and is technically acceptable, is fair and reasonable, and offers the lowest price to the Government. PRE-BID SITE VISIT: A pre-bid site visit has been scheduled for July 27th, 2011 at 10:00AM EST at Buffalo Federal Detention Facility, 4250 Federal Drive, in the Town of Batavia, NY. Contractors are invited and are highly encouraged to attend the scheduled pre-bid site visit. Photo Identification will be required to enter the detention facility. You will need to provide yourself with enough time to check-in at the security desk. Proposal Due Date: Proposals are due by 15:00 EST 23 September 2011. Performance & Payment Bonds: The Contractor must furnish Payment and Performance Bonds within 10 calendar days of Notice to Proceed.
