Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a single year procurement for production of the FY13 (LRIP 3) AIM-9X Block II Sidewinder Missile as a new contract; a two year procurement (FY12 and FY13) for a System Improvement Program (SIP) for the AIM-9X missile as a separate new contract; a two year procurement (FY12 and FY13) for Sustainment of the AIM-9X missile as a separate new contract; and a four year procurement (FY12-FY15) for AIM-9X missile Future Growth Software Development as a separate new contract. The domestic production procurement is for approximately 225 Tactical Missiles and 75 Captive Air Training Missiles, with associated containers, tooling and special test equipment, technical support, integration, engineering, logistics, software support, training, support equipment, related supplies and services and data for the United States Navy and United States Air Force. A variation in quantity clause enabling procurement up to 800 Tactical Missiles and CATMs will be included in order to facilitate other quantities authorized by Congress and quantites requested by Foreign Military Sales customers. The AIM-9X Block II missile will be procured on a Firm Fixed Price basis for the Baseline missile while the Active Optical Target Detector and RF Data Link (DSU-41) and its integration into the Baseline missile will be procured on either a Firm Fixed Price or Fixed Price Incentive Firm Target basis. The System Improvement Program is to provide engineering support for systems, test equipment, integration, technical data, software design, cost reduction analysis, risk reduction support, and large-target lethality enhancement onto the AIM-9X missile. This effort will be procured on a Cost Plus Fixed Fee basis. The Sustainment of the AIM-9X missile is to provide depot maintenance and repair, lifecycle management support, engineering investigations, and induction and inspection of non-warranted assets. This effort will be procured on a Cost Plus Fixed Fee basis. The AIM-9X missile Future Growth Software Development is to provide new software for threshold and objective platforms. This effort will be procured on a Cost Plus Fixed Fee basis. NAVAIR intends to award these procurements to Raytheon Missiles Systems (RMS), 1151 East Hermans Road, Tucson, AZ 85756-9367. Since 1996, RMS has been the sole developer, designer, and manufacturer of the AIM-9X missile. RMS is the only known source with the requisite data, technical knowledge, experience and tooling to produce the AIM-9X Block II missile to satisfy the Government requirements. Because a detailed knowledge and expertise of the AIM-9X Block II missile is required to meet deliveries under this contract, RMS is the only known source capable of accomplishing this requirement in the required timeframe and without substantial duplication of costs. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for information purposes only. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the efforts mentioned above.
