- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ) and is 100% set aside for small businesses. The associated North American Industry Classification System (NAICS) code for the procurement is 334519 and the Small Business size standard is 500 employees. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Contracting Office, has a requirement for a Vickers and Knoop Micro/Macro Hardness Tester with an extended load force ranging from 10gf-10kgf. Requirements are as follows: Scope The selected vendor will deliver the Tester and required attachments & features listed below to the ERDC GSL, Vicksburg, Mississippi by the specified delivery date. On-site training must be provided upon delivery to the specified delivery location. Requirements The selected vendor must provide: One Vickers and Knoop Micro/Macro Hardness Tester with an extended load force ranging from 10gf-10kgf. The tester must include a one-year warranty. The Following Attachments for the Micro/Macro Vickers and Knoop Hardness Tester are needed: Vickers and Knoop Indenters; A plane parallel leveling Specimen Holder; Any and all Dust Protection devices and other devices that allow easy upkeep of the machine; An adapter for multiple indenters; Objective lenses with a wide range of magnification capabilities: o10x, Total magnification: ~320x, o20x, Total magnification: ~640x, o40x, Total magnification: ~1290x, o60x, Total magnification: ~1925x; Vickers Calibration Blocks: oVickers Test Block One Calibration with one calibration performed at one test load, oVickers Test Block Two Calibration with two calibration performed at two different test loads, oVickers Test Block Three Calibration with two calibration performed at three different test loads; Knoop Calibration Blocks: oKnoop Test Block One Calibration with one calibration performed at one test load, oKnoop Test Block Two Calibration with two calibration performed at two different test loads, oKnoop Test Block Three Calibration with two calibration performed at three different test loads. The Following Features for the Micro/Macro Vickers and Knoop Hardness Tester are needed: Low load hardness tester with extended test load range of 0.098 - 98.1 N (10 gf - 10 kgf); Accurate and repeatable test loads; Accurate and repeatable test loads; Completely automatic test cycles eliminate operator influence and frees operator time; Extremely fast test cycle and also a fast exchange of test methods; Automatic exchange of lens and indenter that eliminates the possibility of machine misalignment; Automatic 6-position turret eliminating need for manual exchange of indenters and objective lenses; Vertically moveable test head and fixed stage/anvil for optimal precision and stability; Extremely fast and automatic focusing; High-resolution evaluation camera; LED system for uniform illumination intensity; A second/overview camera that makes it easy to select starting points and test series with just a few mouse clicks; User defined templates that make for easy, simple, and repetitive testing; Automatic case hardness depth CHD, Rht, and nitrited depth (Nht) test runs; An automatic stop function once a testing limit has been reached; A case depth evaluation that is projected graphically including multiple curves; Automatic indent spacing that ensures perfect spacing according to norms; Software that allows easy setup and operation for test runs; Test controller and data acquisition system; Automatic measuring of test lines on multiple specimens allowing hours of unattended testing; An ergonomical design due to a constant working height; Different size specimen can be tested fully and automatically. Delivery Schedule Upon award of the contract, the vendor will have one hundred ten (110) business days to deliver the Tester with required attachments and features. At the time of delivery, on-site training must be provided. FOB is destination. Delivery Location The delivery location is the Engineer Research & Development Center (ERDC), Geotechnical & Structures Laboratory (GSL), CMB/MTC Branch, 3909 Halls Ferry Road, Vicksburg, MS 39183. The on-site training will also be held at this location. All interested vendors must be registered in the Central Contractor Registration and Online Representations and Certification Application.
