Description
The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to award on a sole source basis to High Tech Crime Institute (HTCI), 7935 114TH Ave. N., suite 1100, Largo, FL. 33773 to purchase digital forensic extraction equipment, in accordance with 10 U.S.C. 2304c(1) and FAR 6.302-1. The purpose of this procurement is to expand the existing computer forensics and cell phone exploitation capability of The USSOCOM Inter agency Task Force (IATF),Document and Media Exploitation (DOMEX). Currently, no other contractor is able to assemble comprehensive equipment labs that can exploit the full spectrum of media hardware/software that the DOMEX team expects to encounter. The High Tech Crime Institute is the designer and sole producer of the EDAS FOX series of forensics computers, which USSOCOM currently uses. Based on results of Market Research and USSOCOM prior purchase of current equipment inventory USSOCOM has determined that no other supplier can provide the EDAS Fox series equipment for existing systems within the timeframe necessary to satisfy USSOCOM requirements. The Government would be required to spend significant resources and considerable time for other suppliers to reach comparable support and replace existing systems. Additionally, due to their location in the Tampa Bay area High Tech Crime Institute has previously provided training to SOCOM operators on the existing systems. The government would incur significant expense to train operators on new systems. HTCI's close relationship with the National Forensics Science Training Center (NFSTC) in Largo, Florida allows easy customer support to SOCOM and for rapid equipment repair and timely response to equipment questions by the users. The Government anticipates awarding one contract for $50,000.00 related to this announcement for a period of one year. The government intends to make award 7 days after the close of this announcenment. Interested Parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received by 1200 EST on 07 Sep. 11 will be considered by the government.
