- Community-Based Alternative to Psychiatric Residential Treatment Facilities (PRTF) 752-1-2054-01 The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisition Procedures in accordance with FAR Part 13 (Dollar Threshold of $150,000) a firm-fixed purchase order to IMPAQ International LLC, 10420 Little Patuxent Pkwy., Suite 300, Columbia, MD 21044-3533. The purpose of this task order is to carry out the analysis of data obtained from States participating in the grant demonstration program; Community-based Alternatives to Psychiatric Residential Treatment Facilities (PRTF). The Centers for Medicare & Medicaid Services (CMS) requests proposals to acquire services of a national contractor to submit a design plan proposal; conduct the evaluation and produce an interim and final report based on the results of the demonstration program. CMS has a need to purchase the services of a contractor who has the infrastructure in place to complete an Interim Report to Congress and a Final Report to Congress on the PRTF demonstration. These reports include at minimum, (a) an abstract, (b) description of the research design, (c) presentation of the state data gathered to date, (d) preliminary analyses of the data gathered to date, (e) a discussion of the analyses of the qualitative and quantitative data gathered to date, and (g) limitations and/or barriers of the research design thus far. Interim Report due October 31, 2011. The contractor will prepare a Final Report on the research project. The Final Report shall be of a quality that it may be disseminated by CMS and shall include, at minimum, (a) an abstract, (b) a literature review, (c) description of research design, (d) presentation of the data (quantitative and qualitative) from States, (e) analyses of the data, (f) a description and discussion of "best practices" among States (g) a discussion of the data analyses (including limitations and recommendations for future research), and (g) conclusions and recommendations. The contractor will submit a draft final report for CMS review. Following the review, the final report should be submitted in the three CMS prescribed formats. The contractor must have an infrastructure in place that will support the data collection from the PRTF grantees. The contractor must have a national reputation for fairness and no conflicts-of-interest with their work. The contractor needs to be able to successfully defend their modeling and analysis to the Congress, the public and the Medicaid provider community. The contractor must understand the Medicaid community-based alternatives to health care delivery system, the state's data and CMS information environment in order to accomplish this task in an effective and efficient manner. IMPAQ has unique qualifications for this job. IMPAQ has the experience and infrastructure in place to rapidly produce data reports for the evaluation of the PRTF demonstration. IMPAQ has a data user agreement in place to collect the data from the grantees which is necessary to complete the draft Interim Report to Congress which IMPAQ has already drafted as well as author the Final Report to Congress. IMPAQ is nationally recognized as being a fair contractor, operating without conflicts-of-interest. IMPAQ is nationally known for its work in the PRTF Demonstration, statistical management of data, and evidence-based research, and sound reporting of comparative data. IMPAQ personnel present at national meetings, publish in national journals, and sit on national expert panels as technical and clinical experts. Since April 2007, IMPAQ has been the sole contractor for CMS for the national evaluation of the PRTF demonstration. Given the infrastructure required to complete the draft Interim Evaluation, and author the Final Report to Congress, IMPAQ is the only contractor that can complete these tasks to satisfy our statutory mandate. Recently, IMPAQ held a contract with CMS to produce the national evaluation of the demonstration project. However, due to the quality of the data submitted by the grantees, IMPAQ spent increased time and effort working with states on data quality issues. Performance under this contract has been deemed successful. All responsible sources may submit capability statements in consideration to the Agency at the above address and must be registered in the Central Contractor Registration (CCR) System. CMS program officer shall make a determination of what would constitute equivalent expertise. The period of performance is date of award through April 2012. The NAICS code is 541990.
