Description
This is a Market Survey for the requirement of Instrument Flight Procedures (IFP Points) System Requirements and Software Development for the FAA Aeronautical Navigation Products to include Source Code. Please see the attached draft Statement of Work for more information. The responses to this market survey will be used for Informational Purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will NOT pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors expense. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of fulfilling this requirement. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 541511 Custom Computer program or software development with a size standard of $25.0 Million. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following information from interested vendors: 1. Capability Statement - This document should identify: a) Type of services provided by your firm, b) Size and type of services provided by previous contracts (please include previous contract type) 2. Qualifications- Please Briefly address your company's ability to fulfill this requirement 3. Please provide information regarding available your available acquisition sources for this requirement. Please indicate if your company currently offers these services through a General Services Administration (GSA) Federal Supply Schedule (FSS) or Multiple Award Schedule (MAS) or other contractual vehicle. 4. Geographical areas where your company can provide services (Example: throughout the CONUS) 5. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned, and 8(a) certified businesses. 6. Please provide general information regarding the range of costs typically charged for fulfilling this type of requirement. The FAA may use the information for informational purposes ONLY and it is NOT binding in any way. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. PLEASE NOTE THERE IS A PAGE LIMITATION OF TEN (10) PAGES MAXIMUM PER RESPONSE TO THIS MARKET SURVEY. THIS IS ONLY A REQUEST FOR GENERAL INFORMATION. EXCESSIVE SUBMISSIONS ARE NOT DESIRED. Attached is a DRAFT of the Statement of Work. Respondents are encouraged to review the Statement of Work and provide comments.
