- Solicitation Number: HSSCCG-11-I-00007 Notice Type: Special Notice Synopsis: RFI due 15 September 2011 The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS) is seeking information on commercially-available software for processing and managing a large volume of Freedom of Information Act (FOIA) and Privacy Act (PA) requests received from public and government entities. Background: The Freedom of Information Act (5 USC § 522) established "an effective statutory right of public access" to federal agency records upon request by any person or entity. The Privacy Act of 1974, as amended (5 USC § 522a), established access to and amendment of Federal government records pertaining to United States citizens and/or lawful permanent residents. USCIS processes and manages requests from any person or entity seeking to obtain USCIS agency information. Over 115,000 sensitive, but unclassified FOIA/PA cases are processed annually. The average number of pages processed in each case is 185 pages. There are three separate processing tracks: Track 1 (simple), Track 2 (complex) and Track 3 (individuals with a hearing before an Immigration Judge). The majority of FOIA/PA requests fall into Track 2. Requirement: The purpose of this Request for Information (RFI) is to seek information on commercially-available software that can be used to meet the following requirements: • Imaging and web-server technology that will enable more than 250 government and contractor end users at several locations nationwide to electronically process requests throughout the entire FOIA processing cycle, from receipt of a request through submission of the response to the requester. • Allows requestors to electronically submit requests and check status of FOIA/PA requests via the internet; • Provides a means for receiving requests electronically, creates and generates a notice from a FOIA processor to an employee requesting him/her to conduct a search for responsive information, allows for employees to electronically transmit search information back to a FOIA processor, and imports the information into the redaction system for processing; • Scans and imports requests, files and other documents; • Electronically stores requests; • Detects duplicate requests; • Manages workflow by automatic routing to various queues for different processes; • Metadata tracking capability; • Search capability; • Classifies FOIA/PA requests and appeals in multiple distinct tracks; • Accommodates on-line review and redaction of responsive documents; • Utilizes templates to develop correspondence and print to paper and CD for the requestor; • Calculates fees based on statutory requirements; • Allows individual pages or files to be released to other federal agencies; • Electronically delivers final responses to the requester; • Capable of sending redacted documents (without exemption markings) to a web-based electronic reading room; • Generates routine, ad hoc and compliance reports; • Ability to run ad hoc queries; • Ability to run queries to track individual(s), by role(s), for reporting production metrics; • Provides multi-level access and control privileges; • Co-exist in the USCIS environment; • Interface with USCIS systems to access data for responses; • Meet USCIS security requirements and standards; • Performs system performance monitoring, including the ability to drill down into detailed data to analyze the underlying causes of system performance; • Provides system flexibility to allow government employees to make minor program updates, such as adding a field to collect specific information gathered from the incoming request; and • Includes maintenance, support and updates. The software must be compliant with Section 508 of the Rehabilitation Act and meet the DHS Information Technology (IT) standards for providing and maintaining a secure operating environment that will ensure an effective network security countermeasures system. This RFI is for information gathering and planning purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. Submissions are limited to 25 pages. Specific information sought includes: 1. Company information, including name, address, URL, revenue, and number of employees. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, including phone number and e-mail address. 4. Description of the FOIA processing software capabilities. 5. Description of the hardware, equipment, and peripherals needed to operate and maintain the application. 6. Description of product support, maintenance, and plans for product upgrades. 7. Relevant cost data such as purchase price, including optional features and services, and General Services Administration (GSA) schedule information.
