Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to enter into a contract on the basis of other than full and open competition for engineering support services to support the Department of Veteran Affairs (VA) Region One (R1) Wide Area Networks (WAN) environments throughout the Veterans Integrated Service Networks (VISN) 18 through 22. The TAC intends to award a sole-source, firm-fixed-price (FFP) contract via modification to Metters Industries, Inc., 8200 Greensboro Drive (Suite 500), McLean, VA 22102, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to authority 38 U.S.C. 8127(c), Veterans First Contracting Program and Federal Acquisition Regulation (FAR) 6.302-5, "Authorized or required by statute." The services consist of development, assessment, and the recommendations of concepts or solutions to implement network designs, policies and procedures that will result in continual upgrade, enhancement and optimization of the VA Region 1 WAN and the VA Region 1 Data Center LAN while ensuring proper network configuration and standardization. The work includes design, development, implementation, and administration of the enterprise-level network system. The work requires assessing the impact of software pushes from VA Headquarters, insertion of new technology, changing legislation, and new requirements. These highly complex tasks require engineering expertise to manage region network infrastructure and plan for new operations methodologies, standardized network configurations and economies of scale toward the goal of a service line oriented organizational structure. R1 is also now responsible for providing robust WAN linkages and services to a growing number of nationwide VA healthcare programs and initiatives. As these programs become increasingly more complex and place greater demands on the WAN, further engineering expertise is required to design to emerging requirements, monitor performance, and tune for optimal operation. The North American Industrial Classification (NAICS) for this effort is 541512. The estimated date of award for this action is September 16, 2011. This is a notice of intent and is not a request for competitive proposals.
