- The EPA has a need for a contractor to provide the Environmental Protection Agency (EPA), Office of Transportation and Air Quality?s National Vehicle and Fuels Emission Laboratory (NVFEL), Advanced Technology Division with flexible engineering services related to the research, experimentation, development, analysis, and fabrication of engines and vehicle systems with the goal of achieving lower emissions and higher fuel efficiency. Work may also include cost studies, and consider the manufacturability of engines and vehicle components. The contractor shall provide all personnel, materials, services, equipment, and facilities to perform work as identified in the performance work statement. The Government anticipates the award of a Cost Plus Fixed Fee (CPFF), Level-of-Effort (LOE) type contract with a twelve month base term followed by four consecutive twelve month option periods for a total period of performance of five years. The base level of effort for each term will consist of 8,000 hours. Each performance period will contain options for additional quantities of 40,000 LOE labor which brings the maximum total potential on the contract to 240,000 over five years. The solicitation and resulting contract shall contain the clause, ?Limitation of Future Contracting.? The text of this clause will be as found in the clause, Limitation on Future Contracting, Alternate V (Headquarters Support), EPAAR 1552.209-74 (April 2004), except for paragraph (c). Paragraph (c) of the clause shall read as follows: ?During the life of the contract, unless prior written approval is obtained from cognizant EPA Contracting Officer, the contractor shall not enter into a contract or business relationship for work involving development, design, fabrication, testing services, or any other work on engines and vehicle powertrain systems that are the subject of an issued work assignment.? Interested parties are advised that EPAAR provisions EPAAR 1552.209-70 and 1552.209-72 will require a potential offeror to certify that it is unaware of any potential organizational conflict of interest (COI) or provide a disclosure statement with its proposal which describes all relevant information concerning any potential COI. Offerors will also be required to submit a COI plan describing the offeror?s system and method for identifying and either avoiding or mitigating a COI. A COI disclosure statement will be required for each work assignment. The applicable North American Industry Classification System (NAICS) code is 541330 (Engineering Services) with a size standard of $4.5 million. The anticipated solicitation release date is expected to be October, 2011 and the close date will be approximately 30 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside. The solicitation will be available at the following location: http://www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and any subsequent amendments from the website and to monitor the status of the RFP. All responsible sources may submit a proposal which will be considered by EPA. The contract award will be made in accordance with FAR Part 15 ? Contracting by Negotiation.
