Description
This notice provides the Government's intent to solicit and award a contract, in support of the Joint Improvised Explosives Device (IED) Defeat Organization (JIEDDO) Counter-IED Operations Integration Center (COIC), utilizing the procedures of FAR Part 15, to the following incumbent contractor: ITT Corporation 12975 Worldgate Drive, Herndon, VA 20170 The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). JIEDDO-COIC requires continued support via a sole source contract for Systems Engineering and Technical Assistance (SETA) to conduct independent research and experimental development, analytical, technical, and operational assistance to JIEDDO-COIC to enable successful execution of its mission. This sole source contract will allow sufficient time to award a competitive contract. JIEDDO-COIC requires acquisition and project management assistance for the award of an interim sole-source contract with a 60-day base period, and thee 30-day option periods. It is anticipated that the follow-on contract will be awarded in late 2011 early 2012. It is imperative that no interruption in services occur. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Any questions regarding the sole source contract shall be directed to the GSA FEDSIM Contracting Specialist, Mark Meade, via email, at mark.meade@gsa.gov. Responses to this notice must be received no later than 11:00 am Eastern, September 16, 2011. No phone calls regarding this requirement will be accepted.
