- The purpose of this Sources Sought is to obtain potential business sources that can provide Program Management Office (PMO) support to the Enterprise Management Decision Support (EMDS) Program Office and Quality Assurance (QA) support for the the EMDS systems and its related development and integration activities. Tasks include program/project management, system lifecycle management, acquisition and capability management, financial analysis, independent verification and validation, configuration management, independent system testing, risk management, executive coaching, outreach, training, and information assurance support. 1.Potential contractors must be knowledgeable of and experienced in the following: a. US Army systems lifecycle management of cross-functional decision support automation to include all components of the following functional areas: personnel, equipping, training, facilities, readiness, and Army Force Generation (ARFORGEN). b. Knowledgeable of data and database structures for the following US Army source systems or centers: *ARFORGEN Synchronization Tool (AST) *Army Equipping Enterprise Solution (AE2S) *Army Stationing & Installation Plan (ASIP) *Army Readiness Equipment Module (AREM) *Common Operation Picture Synchronizer (COPS) *Defense Readiness Reporting System - Army (DRRS-A) *Defense Manpower Data Center (DMDC) *Force Management System (FMS) *Installation Status Report (ISR) *ITAPDB-G *ITAPDB-R *Logistics Execution Information System (LEXIS) *Mobilization Deployment Information System (MDIS) *Personnel Authorization Module XXI (PAM XXI) *Real Property Planning & Analysis System (RPLANS) *Structure & Manpower Allocation System (SAMAS) *Training Ammunition Management Information System (TAMIS) c. Functional knowledge to evaluate the completeness and accuracy of reporting Army unit resourcing and readiness data from the relevant above systems in a single enterprise solution. d. Functional knowledge to evaluate the completeness and accuracy of reporting Army unit ARFORGEN force pool progression against aim points from the relevant above systems in a common operating picture ensuring compliance with Army Regulation (AR) 525-29. e. Functional knowledge to evaluate the completeness and accuracy of reporting Army unit BOG (Boots on Ground) Dwell information from the relevant above systems in single enterprise solution. f. Administration of system defects and change requests in HP Quality Center and any other Configuration/Software Lifecycle Management Tool approved for use by the government. g. Assisting the US Army with Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) accreditations h. Assisting the US Army with completing Joint Capabilities Integration Development System compliant documentation. i. Assisting the US Army with Department of Defense 5000 acquisition series compliant documentation. (***DAWIA Level III Certified Personnel***). j. Implementing an Earned Value Management system for decision support system implementations. k. Consulting services completed by professionals with a Certificate in Leadership coaching. l. Prepare, coordinate, and facilitate General Officer and Senior Executive Service level meetings and Program related activities. m. Development and execution of a training program support the users of the EMDS Program. 2. All vendors that are interested in providing these services are asked to submit the following information: a. Company Name b. Company Address c. CAGE Code d. Company POC Name e. Company POC Phone f. Company Email g. Company Website h. Business Type i. Acknowledgement of an approved Defense Contract Audit Agency (DCAA) accounting system. j. List of existing Government Contract Vehicles 3. Offeror's response to this Synopsis shall be limited to 9 pages and shall include the following information: a. Offeror's name, address, point of contact, phone number, and email address b. Offeror's interest in bidding on the solicitation when it is used. c. Offeror's capability to meet the technical expertise and certifications required for the work described above. d. Offeror's capability to meet the security clearances (SECRET) and requirements at time of award. e. Offeror's capability to perform a contract of this magnitude and complexity (include comparable work performed within the last 5 years - brief description of the project, customer name, time line of performance, customer satisfaction, and dollar value of project) - provide at least 3 examples. Any questions regarding this solicitation must be submitted by email to the POC below and received no later than Wednesday, 7 September 2011. Any questions received after that date will not receive a response. Additionally all responses will be consolidated in a word document and posted Friday, 9 September 2011.
