- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Combat Readiness Center (CRC), intends to award a firm fixed price purchase order on a sole source basis to: DOTNETNUKE Corporation, San Mateo, CA 94402. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION DOCUMENT IS AVAILABLE. INQUIRIES WILL BE USED FOR FUTURE ACQUISITIONS ONLY. 1. Nature and description of the supplies or services required to meet the agency's needs: The United States Army Combat Readiness Center (USACRC) computer network is required to be operational on a 24/7 basis, for not only the USACRC, but also the entire Army and other worldwide customers who log onto the web sites. To maintain the web site an open source version of DotNetNuke has been used. This open source version is no longer able to support the changing mission of the USACRC. The same company now has an elite version that provides unlimited technical support and increased security enhancements that are now required by DoD. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): DotNetNuke Corporation is the creator and owner of the source code and is the only sales provider of this software. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: The USACRC has used the open source code version of this software for several years and the move to this site version is a normal progression of the Web site growth. This software is the industry standard and to change to a different base source would require an entire change to the organizations web sites. 4. Any other facts supporting the use of other than full and open competition: N/A 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: The USACRC has used the open source code version of this software for several years and the move to this site version is a normal progression of the Web site growth. This software is the industry standard and to change to a different base source would require an entire change to the organizations web sites. 6.
