- Description
- The Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division intends to award a Firm-Fixed-Price commercial delivery order under the CHESS Consolidated Buy (CB) Program. Army organizations are required to purchase all desktop and notebook computers through the Army Consolidated Buy (CB). CBs are open for ordering twice a year: Jan-Mar and Jun-Sep. Products and prices offered on the CB are discounted offerings from CHESS's Army Desktop and Mobile Computing (ADMC-2) contracts. This procurement is for four separate Dell systems for use by the United States Army Combat Readiness Center (USACRC), Ft. Rucker, AL. An exception to fair opportunity, under FAR 16.505(b)(2)(i)(C), applies in the interest of economy and efficiency. This is a logical follow-on order to the CHESS's ADMC-2 contract. The ADMC-2 is a multiple award contract to eight awardees. All awardees were given fair opportunity under the original ADMC-2 contract. An award to any other source would likely result in substantial duplication of cost to the government that is not to be expected to be recovered through competition (DFARS PGI 216.505-70(2)(i)(A)). Justification. With the USACRC's worldwide safety mission, computer and network reliability and performance is absolutely critical. Dell's desktop and laptop computer's performance continues to be exemplary that meet or exceed the USACRC's requirements. Compatibility between computer systems that are deployed worldwide, especially in Afghanistan, Iraq, and similar countries becomes critical to the team for IT capability. Service after the sale is also outstanding, to include an excellent parts replacement program for warranty items. Hardware support for non-Dell computers results in significant additional life cycle costs to the Government. Example: Non-Dell computers are not imaged. Setup time for an imaged computer is one hour verses a non-imaged machine is 4 hours. Images are produced that can be sent remotely to offsite personnel in case of failure or in case a local Dell rep is not available. Hardware maintenance to non-Dell computers normally results in greater down time for computers due to the fact the USACRC maintenance group usually has spare Dell computer components resulting in significantly less time loss to repair a computer.
