- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Technology, Systems & Program Integration Directorate (TSPID) intends to award a firm fixed price purchase order on a sole source basis to: HDT ENGINEERING SERVICES, INC., 415 WOLFE ST., FREDERICKSBURG, VA 22401-5947. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Brief description of supplies or services required and the intended use: This controller will be used to control a group of modified Large Capacity Field Heaters (LCFHs). HDT has modified these LCFHs to be specialty items developed for a specific test. This controller will allow us to set and maintain the temperature during the integration event. 3) Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The controller needs to control specially designed prototype heaters. The controller manufacturer would need the source code specific to this heater, the knowledge of the control logic, and algorithms used. 4) Reason that suggested source is the only source which can provide the supplies or services: The heater manufacturer (HDT) has the source code and knowledge of the control logic and algorithms used. 5) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Market research was not conducted since this was a one-time item to be used during a one-time event. 6) Explain why an adequate purchase description or other information suitable to solicit by full and open competition has not been developed or are not available: A purchase description was developed, but to solicit full and open competition would require intimate knowledge of how the heater works, the source code, the algorithms needed and the control logic, which was much more complicated and expensive than required. 7) Provide a statement of the actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.
