Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) is defining its acquisition strategy for the possible solicitation and award of a Cockpit Procedures Training (CPT) Device for the Kuwait Air Force (KAF) KC-130J project. This KC-130J CPT will be located in country Kuwait at the KC-130J Training site. The Device should be a procedures trainer consisting of KC-130J aircraft operational flight program to provide realistic pilot training for the cockpit of a Kuwait unique KC-130J. The Navy is interested in solutions that will correctly design, fabricate, integrate, install, and test a Kuwait unique KC-130J CPT in Kuwait at their future training center. Of the available strategies, NAWCTSD is considering the viability of the following socio-economic approaches: Historically Underutilized Business Zone (HUBZone) set-aside, Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, Section 8(a) suitability, and Total Small Business set-aside. The Contracting Officer must establish a reasonable expectation that offers would be obtained from two or more HUBZone, SDVOSB, or Small Business entities that are competitive in terms of market prices, quality, and delivery. You are advised that the Government is seeking to define the applicability of the requirement with regard to the available socio-economic programs. From the responses to this market research, the Government will evaluate the viable options and select the final acquisition strategy. Therefore, information from both large and small businesses is requested. Although no Solicitation exists a this time, it is anticipated that any resulting contract would be accomplished under the provisions of a firm-fixed-price (FFP) contract and NAICS Code 333319 with a small business size standard of 500 employees. ACQUISITION DESCRIPTION: The KAF has a need for a CPT to complement their training program and enhance training, proficiency, and safety of flight for the KAF pilots. The KAF is interested in procuring a CPT simulator device that will address procedure training that includes KC-130J aircraft software. TECHNICAL CAPABILITIES: The Government envisions solutions for the KAF KC-130J CPT that includes but is not limited to meeting the following operational and program requirements: 1.Basic Functionality 1.1Trainer Capabilities The CPT shall provide touch screen simulation/stimulation capabilities for the KC-130J cockpit procedures. Simulated/stimulated capabilities required include the Heads-Up Display, glass cockpit, circuit breaker panels, communication panel, and any additional panels found in the KC-130J cockpit, and have the ability to add/remove additional screens left and right of the basic cockpit to display training related information. 1.2Instructor Operator Station (IOS) The CPT shall have an IOS to monitor and assist students utilizing this training device. 2.Documentation The following documentation shall be required: 1.System/Subsystem Design Document 2.Software Specification Documents 3.Software Design Documents 4.Engineering Drawings 5.Computer System Operator Manual 6.Test Procedures 7.Initial Spares Kit List 8.Engineering Data for Provisioning 9.Inventory Warranty Information 10.Equipment Inventory Record 11.System Interface Manual 12.Commercial Off the Shelf Manuals 13.Preventative Maintenance System 14.Training System Support Document 3.Testing The CPT shall be tested for functionality, utilizing the delivered Test Procedure to verify that the training device meets the requirements. 4.Training 4.1Instructor/Operator Training An Instructor/Operator training course shall be developed and conducted for the CPT in country Kuwait. 4.2Maintenance Training A one week Maintenance training course shall be developed and conducted for the CPT in country Kuwait. SUBMISSION DETAILS: Interested and qualified concerns are invited to submit written responses to this notice in accordance with the directions below. Interested concerns should submit a brief capabilities statement package demonstrating the ability to perform the tasks listed in the Technical Capabilities section of this notice. The package should not be more than 10 pages on an 8.5 X 11 inch page size and a Times New Roman 10 point size font. Responses to this announcement should also address the following: (1) Company Information: a. Name and address of the company; b. Cage Code; c. Size or status of business or team based on NAICS Code is 333319 with a small business size standard of 500 employees. If applicable, include your small business classification; d. Ownership; e. Names of two principals to contact, including title, telephone number, fax number, and e-mail address; f. Statement of intent to propose (2) Specific technical expertise and experience in the areas listed in the Technical Capabilities section of this notice for like and similar efforts. Include the following information: a. Government/Commercial contract number; b. Contract Value; c. Role your company played; d. Point of contact and current telephone number; (3) A description of your company ™s processes for software updates and logistics support. (4) A description of your company ™s available expertise and resources to include KC-130J Subject Matter Expert personnel. (5) A Rough Order of Magnitude (ROM) Responses should be succinct but sufficient in detail to adequately demonstrate the required capability to meet the Government ™s requirements described herein.
