- DESCRIPTION: The Government intends to Award a sole-source, fixed-priced, six (6) month extension under FAR Clause 52.217-8, Option to Extend Services, for the Operation and Maintenance of the Joint Warfighter Interbase Telecommunications- Network (JWIT-N) located at Fort Buckner, Okinawa, Japan. The JWIT-N network, is one component of the 58th Signal Battalion's mission providing global satellite communications connectivity to unified combatant commanders. The purpose of this action is to prevent disruption of services by providing continuity of services currently being performed on the JWIT-N contract, W91RUS-07-C-0005. The approved Justification and Approval (J&A) invokes the contract's six-month Option to Extend Services clause for the purpose of providing a safety net to ensure there is no disruption of services until the new competitively follow-on contract is awarded. The Period of Performance is 1 October 2011 through 31 March 2012. There is no solicitation. Responses to this notice are due by 1200 hours (12:00 PM), AZ time, 8 September 2011. Responses should be addressed to Carlos Reed, Contract Specialist, at carlos.j.reed.civ@mail.mil BACKGROUND: The existing contract is for the operation and maintenance (O&M) of the 58th Signal Battalions Joint Warfighter Interbase Telecommunications- Network (JWIT-N) located at Fort Buckner, Okinawa, Japan. The JWIT-N system is the backbone digital transmission network for the Global Information Grid (GIG) on Okinawa, and consists of 22 sites and 23 communication links. The 15 fiber optic links and 9 digital microwave radio links that comprise the JWIT-N system provide inter-base Defense Information Systems Network (DISN) for the US military bases on Okinawa. The JWIT-N system includes all transmission equipment which includes fiber optic terminals, microwave radios, multiplexers, circuit conditioning equipment, patch and test facilities, matrix switch equipment, alarm and monitoring equipment, timing and synchronization equipment, and DC battery and power distribution equipment.
