Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for the Optical Spectroscopy Section of the Laboratory of Molecular Biophysics, intends to negotiate and award a purchase order on a noncompetitive sole source basis to, ISS, 1602 Newton Drive, Champaign, Illinois 61822, to purchase the below item. The reference number: NHLBI-CSB-(HL)-2011-345-DDC. Components for assembling a FCS microscope: Product number A240.k ALBA Film, shall include one year warranty for ISS parts and labor, installation and training. The Government is required to ship the microscope to ISS for final tests along with the computer and the correlator card. The sole source determination is based on the fact that The Optical Spectroscopy Section of the Laboratory of Molecular Biophysics uses state-of-the-art laser spectroscopy and microscopy to study the dynamics and structure of proteins, DNA, membranes and cells. In particular, they have become expert in Fluorescence Correlation Spectroscopy (FCS), developing new tools for study of protein association in and on cells, including time-resolved FCS (TR-FCS). They have, by necessity, modified and devoted an earlier Alba detection system to a project developing novel probes in super resolution microscopy. This has severely compromised their ability to continue FCS studies of proteins like C-myc, moesin, synuclein and prions. Therefore, the Government requires a devoted Alba FCS detection system to continue and expand collaborations in protein mobility and binding. The postdoctoral fellows in OSS are trained in ISS-Alba use and Vista software for FCS, and the Alba is a modular workbench permitting adaptation to TR-FCS and other novel uses. More important, the OSS has existing microscope spectroscopy components from ISS (Vista card Fluorescence Fluctuation Correlation Spectroscopy Board v1.1 SN#076, photomultiplier detectors (H7422P-40 SN# AA1607 and SN# AA1518), illuminator and spectroscopy computer # 98TTB51). This existing ISS equipment in the laboratory is to be used to form the FCS system. Only ISS Alba will meet the Government requirements for the existing equipment and training. For upgrades of the existing Alba components and systems shall be accomplish by the manufacturer. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 10 Center Drive, Building 10-Room 5D-14, Bethesda, Maryland 20892-1412. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 500 employees; the small business set-aside does apply to this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-53 (August 4, 2011). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by September 5, 2011, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
