- The purpose of this amendment is to address the following questions (Q) withanswers (A) for better understanding from potential contractors and to add FAR clause52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns. The response date remains unchanged not later than 1:00 p.m. EST time on September 2,2011.Q. 1) Provide more specifics as to what the hardware demonstration should include, sothat we may budget appropriately?A. 1) (Paragraph 3/SOW) The winning proposers will design a cryocooler system that canbe integrated into the Co-Storage platform and have the capability to remove 20 W of heatat 20 K. The winning proposers should also perform a hardware demonstration that at leastincrementally advances the TRL of the technology at a component or sub-component level,such as turbines, regenerators, recuperators, and compressors. The ultimate goal of thiseffort is to enable a TRL 6 demonstration of a cryocooler system that can lift 20 W at 20K from a large 540 cubic meter Hydrogen tank by FY 2016. Hardware demonstration: Theproposal shall include a hardware demonstration that at least incrementally advances theTRL of the technology at a component or sub-component level. The ultimate goal of thiseffort is to enable a TRL 6 demonstration of a cryocooler system that can lift 20 W at 20K from a large 540 cubic meter Hydrogen tank by FY 2016. The proposers are allowed to useexisting hardware. The crycooler system design, performance, interface concepts andhardware development plan will all be the determining factors in the award of thecontract. Q. 2) The meaning of the word design. Both the Preliminary Design and the FinalDesign are deliverables. Contractors needs a clarifying statement that this does notinclude internal details of the compressor, or any other design information which wouldbe sufficient to manufacture such a given unit. Contractors understands by phrases like a mechanical drawing of system layout in STEP format that simple envelopes for thecirculator, coldhead, and compressor will suffice. Obviously, our general concern is toprotect our proprietary information that is detailed enough to allow a competitor tomanufacture our product. This is, therefore, an intellectual property issue.Pleaseissue a detailed clarifying statement which addresses this concern and describes theminimum acceptable information that NASA requires in a design.A. 2) We are not seeking any proprietary information about subcomponents; simpleenvelopes for subcomponents will suffice. Q. 3) The subject RFQ states that quotes must be submitted through the On-Line RFQsystem; however the links provided in the solicitation lead to the NAIS BusinessOpportunities site. Could you provide direction on how quotes are submitted through theNAIS?
