- Description
- The Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD), intends to negotiate, on a sole source basis, in accordance with the guidance for FAR Subpart 13.106-1(b) with Advanced Chemistry Development, Inc., 110 Yonge Street, Toronto, OH, to procure ACD/Labs software. NIST intends to procure the following software: ACD/ChromManager Stand-Alone UL ACD/MS Manager, Stand Alone UL ACD/Method Development Suite for LC/MS The acquisition of the ACD/Labs software is to be used by the Organic Chemical Metrology Group within the Analytical Chemistry Division, NIST. This group/division is responsible for chemical measurements leading to the certification of a large number of Standard Reference Materials (SRMs). They seek to expand their measurement capabilities by acquiring the ACD/Labs software. This software offers several advantages for method development/ measurement programs. For example it has algorithms for the chemo metric deconvolution of co-eluting chromatographic peaks (this is unusual for chromatography software) which would allow them to access sources of bias in their chromatographic integration leading to improved measurements. Additionally, it has advanced database capabilities: chromatographic and mass spectrometric data could be imported from all of the data systems we currently use. With the Autochrom, viewer, group members can search by structure, sub-structure, meta-data, spectral and chromatographic parameters to find separations of that structure or similar structures on different chromatographic columns, potentially aiding in chromatographic method development (NIST can build its own in-house database and access the database generated by ACD/Labs). The method development suite allows for predictive algorithims. ASC NETCDF - *.cdf, *.nc Agilent Technologies ChemStation - *.ms, *.ch Dionex Chromeleon6 MATLAB DSO - *.mat PerkinElmer TotalChrom 6 Perkin Elmer TurboChrom4 - *.rax Waters Millennium32 Waters Empower and Waters Empower 2 Consequently, NIST is seeking to expand its measurement capabilities through the implementation of multidimensional dimensional liquid chromatography (MDLC) with a Charged Aerosol Detector. Delivery shall be FOB Destination and be completed in accordance with the Vendor's commercial schedule. As defined in the Federal Acquisition Regulation (FAR), FOB destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, delivery and shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of any and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at delivery point specified in the purchase order, and pay all charges to the specified point of delivery. The contractor shall deliver all line items NIST, Building 301, Shipping and Receiving, 100 Bureau Drive, Gaithersburg, MD 20899-0001. The North American Industrial Classification System (NAICS) code for the acquisition is 511210 and the size standard is $25 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 12, 2011. A determination by the Government not to compete the proposed acquisition based upon responses to the notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
