- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested. The solicitation number is N0018911T1328 is issued as a Request for Quote (RFQ). This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-53 and DFARS Change Notice 20110819. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541511 applies with a size limit of $25M in annual revenue. This is small business set aside (FAR 52.219-6) procurement on a firm fixed price basis. This solicitation is for support services to the United States Naval Academy, Depart of Electrical and Computer Engineering. The procurement calls support in the development of the BLISS (Blind Signal Separation) Hardware Platform project. **See attached statement of work for further detail. These services will be performed on-site United States Naval Academy, Department of Electrical and Computer Engineering; 105 Maryland Ave., Annapolis, MD 21402 and contractor facilities. Contractor should be capable of providing on-site work and support for a 5-day (0800 Monday - 1700 Friday) period at USNA in Fall 2011 (dates TBD) for the BLISS field trials. A realistic travel cost estimate should be included as part of the bid. Period of Performance: 12 Sept 2011 through 14 Jan 2012 Quotations shall comply with or clearly state, at minimum, the following information: 1) Contractor point of contact to include full name, phone number, and email 2) Expiration date of quoted and submitted prices 3) Contractor s Federal TAX ID., CAGE code, and DUNS number 4) Payment terms will be Net 30 unless stated differently on quote 5) Statement of Technical capability (limit 10 pages) in direct relation to Statement of Work; resume (limit 2 pages); references (1 page) 6) Pricing: Labor Category, Hours, Hourly Rate (burdened), Travel and Total Cost Evaluation: Technical is more important than Price.
