Description
. Purpose: Statement of Work Optelics H1200 3CCD Real Color Laser Confocal Microscope General Duties / Description of Work The FDA Forensic Chemistry Center (FCC) requires a 3CCD Real Color Laser Confocal Microscope that will be used to analyze a wide variety of forensic samples including suspected counterfeit pharmaceuticals, counter-terrorism samples, packaging, printing, toolmarks, and suspected tampering samples. The 3CCD Confocal microscope will allow surface morphology analysis from each separate RGB signal under user selected specific wavelength of light on a variety of forensic samples. This instrumentation will enhance the FCC’s capabilities in the analysis of suspected counterfeit and authentic pharmaceuticals under alternate wavelengths of light (ALS). The FCC currently uses the ALS method but on a macro level not at the nano-level. This 3CCD method could also be useful in investigating the chemical blending homogeneity of tablets, dietary supplements and for other trace evidenc SPECIFIC REQUIREMENTS • System capable of data, image, and file format direct export compatible with existing Alicona IFM system so that image, form, and height data can be collected and analyzed on either microscope (IFM and Confocal) concurrently. • Integrated AFM contact probe for optical and contact profile form verification. Required for tablet coating analysis. (Upgradeable) • User selectable wavelength options (436nm and white) for optimal coating analysis on variety of samples (Upgradeable for Red, Green, and Yellow wavelengths) •12 Million Pixel imaging, 3 CCD, color sensor 36-Bit, 12 bit per color channel (RGB) • Obj. Lens: 1x, 5x, 10x, 20x, 50x, and 100x • 1 Click Mode for 3D, Profile, Roughness 2D, Roughness 3D, and Image Capture • 1nm Z resolution at each RGB signal • Continuo’s Realtime 8X Zoom • Magnification 170 -3400 • 70mm Z stroke Stage • 5 year on site service, calibration, and cleaning – INCLUDED • High contrast Nomarski Differential Interference Contrast Prism for each objective (Upgradeable) • Motorized stage for image tiling and automated image capture, profile and height analysis • The system must possess the appropriate data analysis and acquisition software comparable to the current IFM system at FCC, The confocal microscope system must be capable of creating 3D dataset files, image files, and file format compatibility with our existing Alicona IFM system so that image analysis, form analysis, and height data analysis can be collected and analyzed on either microscope (IFM and Confocal) concurrently. This is the more important salient characteristics. In other words the system must possess the appropriate data analysis and acquisition software comparable to the current IFM system at FCC, for systems/files compatibility reasons., The system must be able to have “integrated AFM contact probe” (the key here is “integrated” – in other words not as a separate system) for optical and contact profile form verification required for tablet coating analysis • Must be capable of having a user selectable wavelength options (436nm and white) for optimal coating analysis on variety of samples (Upgradeable to add more 488nm, 546nm, 577nm, and 630nm wavelegths) • It is required o have a “motorized stage for image tiling” and “automated image capture, profile and height analysis” • Must be compatible with our IFM G4 System. Evaluation Factor: Lowest priced technically acceptable proposal meeting all of the requirements listed under “ Contractor Requirements” This is a brand-name or equal procurement, and the following provision applies: 52.211-6 Brand Name or Equal. BRAND NAME OR EQUAL (AUG 1999) (a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation. (b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must— (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by— (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation Instructions • Offeror shall comply with the provision at FAR 52.212-1(b) and submit an electronic copy to Karen Conroy via email to karen.conroy@fda.hhs.gov • The Offeror shall submit a technical volume and a pricing volume. Each volume should include the information specified below: Volume One • Demonstrates the Offerors capability to meet each requirement as described in the Statement of Work. • Past performance- Offeror shall provide three references of similar effort performed during the last three years. This will include a description of company name, contracting and technical reviewing official, address and telephone number. • Volume one shall not exceed five pages describing how they can perform.
