- The National Heart, Lung, and Blood Institute (NHLBI) intends to solicit and negotiate on a noncompetitive basis with Suburban Hospital, 8600 Old Georgetown Road, Bethesda, Maryland 20814, RFP No. NHLBI-CSB-HL-2012-013-EB, for an Option contract with a one-year base and four one-year options. The anticipated base period of performance for this award is November 1, 2012 to October 31, 2013. NHLBI needs access to an acute care patient base so that the clinical research, applied and basic research, and training and education components can be integrated with its ongoing program of acute care research to carry out its cardiothoracic surgery research protocols. Cardiothoracic surgical facilities must be available 24 hours per day, 7 days per week as some of the patients will be admitted on an emergency basis. Cardiothoracic surgeon(s) and interventional cardiologists will conduct research at the NIH campus and at Suburban Hospital, and will perform cardiothoracic surgery and procedures at Suburban Hospital. Staff and fellows will need to move quickly between the research environment at NIH and the cardiothoracic surgery facility at Suburban. Therefore, close proximity between the acute care site and the NIH campus (5 minutes driving and/or 10 minutes by foot) is required to permit NHLBI clinical and technical staff the ability to respond to acute patient issues in a timely fashion from the NIH campus, and is critical to the success of this project. The research infrastructure will provide the ongoing, day-to-day approach that will facilitate moving results from research into practice. The statutory authority for this acquisition is 41 USC 253(c)(1) as set forth in FAR 6.302-1. This notice of intent expires 15 days from its posting. This is not a request for proposals (RFP).
