Description
The purpose of this Pre-Solicitation Amendment is to post Questions and Answers. 1. Is the Government looking for a SDVOB and an AbilityOne company to work together? Answer: Not exactly, the requirement is set-aside 100% for Service-Disabled, Veteran-Owned Small Businesses. The Government has determined that some of the Administrative Support Services may be fulfilled through a teaming arrangement/partnership with AbilityOne and the Government highly encourages offerors to partner with AbilityOne in accordance with FAR 8.7. 2. Is this a new requirement or a follow-on contract? Answer: This requirement is a follow-on to replace an existing bridge Purchase Order the Department of the Interior, National Business Center, Acquisition Services Directorate awarded for administrative support services. 3. Who is the incumbent contractor? Answer: The incumbent is Symtech Corporation. 4. What is the contract number? Answer: The only contract that the Department of the Interior, National Business Center, Acquisition Services Directorate has awarded for administrative support services is the bridge Purchase Order D11PX18910. 5. Is it a single contract for all services or multiple contracts? Answer: D11PX18910 is a single Purchase Order (contract) for all administrative services. 6. How long has this contract been in place? Answer: The current bridge Purchase Order has a period of performance of April 1, 2011 through February 29, 2012. 7. When does the contract expire? Answer: D11PX18910 will expire on February 29, 2012. 8. What is the current value of the current contract? Answer: This information is not releasable as a response to your question. 9. Is the incumbent a SDVOSB? Answer: Yes. 10. Is the incumbent allowed to compete in this solicitation? Answer: Yes. 11. In reference to the Pre-Solicitation Amendment 1, is there a response due back to your office for information? Answer: Yes, the Pre-Solicitation Notice and all Amendments must be read. The "Response Overview" section of the notice states what potential prime contractors are requested to submit and the due date and time. Amendment 1 states the response date is September 12, 2011. 12. Is there contact information for AbilityOne for the establishment of teaming arrangement/partnership or will that be explained in the solicitation? Answer: No, interested offerors are responsible for contacting AbilityOne regarding a teaming arrangement/partnership. 13. What is the scope for this work? Answer: The scope of work is identified in the Pre-Solicitation Notice. 14. Will the awardee be directly responsible to the Department of the Interior or the Department of Veterans Affairs? Answer: Both, the administrative and professional support services are for the Department of Veterans Affairs, Financial Services Center; however, the Department of the Interior, National Business Center, Acquisition Services Directorate is handling the acquisition and administration of the awards resulting from this acquisition. 15. What will be the security requirements for these positions? Answer: Security requirements are addressed in the RFP which has not been released. 16. Will the security requirements contractor personnel follow be the same guidelines followed by the Department of Veterans Affairs or Department of the Interior? Answer: Security requirements will be the guidelines provided by the Department of Veterans Affairs and all applicable Federal security requirements. 17. Will contractor personnel be expected to complete a Low risk, Medium risk, or higher background investigation? Answer: Low risk (NACI) 18. Will the VA be able to expedite initiation of paper work for any personnel working under this contract given its current multi-month backlog at the SIC in Little Rock, AR? Answer: Possibly, if the individual has previously been cleared there is no need to re-submit the paperwork. Additionally, for new individuals, the VA-FSC and SIC are working together to put a solution in place to reduce the time. 19. Will the initial background checks be completed through the Department of the Interior? Answer: No. 20. What is the expected number of personnel necessary to complete the initial task orders providing on-site services? Answer: The Task Orders are Performance-Based; therefore the Offeror will propose the number personnel based on the Government requirement. 21. Where do I find the full RFP? Answer: The RFP has not been released. The only information currently available is the Pre-Solicitation Notice and Amendments on FedBizOpps. 22. Will there be an RFP or do we submit the 8 page response by the due date? Answer: As stated in the Pre-Solicitation Notice, under the authority of FAR 15.202 Advisory Multi-Step Process, potential prime contractors are requested to submit quality capability statements. See the "Response Overview" section of the Pre-Solicitation Notice. 23. When is pricing requested? Answer: Pricing is addressed in the RFP which has not been released. 24. Will there be a single award or multiple awards? Answer: The Acquisition Services Directorate may award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Contract(s). 25. What are the evaluation criteria for the award? Answer: The evaluation criteria is addressed in the RFP which has not been released. 26. Will it be low price technically acceptable or best value? Answer: Best value. 27. How many IDIQ awards does the Government anticipate making on this effort? Answer: The Acquisition Services Directorate may award multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Contract(s). 28. When will the RFP for the three initial Task Orders be released? Answer: Under the authority of FAR 15.202 Advisory Multi-Step Process, potential prime contractors are requested to submit quality capability statements with the specific information requested in the "Response Overview" section of the Pre-Solicitation Notice as a means of advising offerors about their potential to be viable competitors. 29. Can the Government please provide information on how teaming with AbilityOne would work? Would they be considered a subcontractor? Answer: The Government anticipates AbilityOne would be a subcontractor. 30. Can the Government please clarify on the amount and scope of work to be completed by AbilityOne? Answer: The AbilityOne teaming arrangement/partnership is tied to the administrative support services. Each requirement would be described at the Task Order level. 31. How will Past Performance be evaluated in the RFP? Answer: Past Performance is addressed in the RFP which has not been released. 32. Is experience with the Department of Veterans Affairs and/or Department of Veterans Affairs, Financial Services Center (VA-FSC) required? Answer: No. Additional details are provided in the evaluation criteria section of the RFP which has not been released. 33. Is knowledge of specific accounting and/or medical information processing software/tools required? Answer: The payment processing services will require entering information into VA-FSC systems including SQL Invoice Database (SID), Document Management System (DMS), On line Certification System (OLCS), and the Financial Management System (FMS). 34. Will resumes of key personnel be required for submittal along with the IDIQ proposal? Answer: Yes. 35. The capability information that is required to be submitted to you by September 12, 2011 is not to exceed eight (8) pages; does that include things like a table of contents, title page, and appendixes? Answer: Yes, the eight (8) pages are all inclusive. 36. What is the approximate number of Full-Time Equivalents (FTE) staffed by this contract? Answer: The current bridge Purchase Order has approximately 95 FTEs. However, since the VA-FSC markets its services to clients, the workload fluctuates at any given time depending on clients' needs. The VA-FSC anticipates increases in the number of FTEs assigned to projects via Task Orders once the IDIQ contract(s) are awarded. 37. Is there a participation target/goal for FAR Subpart 8.7 participation? Answer: The Government highly encourages offerors to partner with AbilityOne and will give preference to those offerors that provide details and evidence of the teaming agreement/partnership with AbilityOne. 38. Does the government anticipate scheduling a pre-bid site visit? Answer: No. 39. The Government encourages partnering with AbilityOne. However, upon research we found affiliation with AbilityOne is only open to non-profit organizations. What is the Government's intent? Answer: AbilityOne is a national network of nonprofit agencies (NPAs). The Government's intent is for offerors to establish a subcontract(s) (teaming agreement/partnership) with those NPAs. 40. If partnering is available, what percentage of participation is required? Answer: In Section M "Evaluation Factors for Award" of the RFP which has not been released, higher preference will be given to those offerors that provide details and evidence of the teaming agreement/partnership with AbilityOne NPAs.
