- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 11-233-SOL-00825. The solicitation is issued as a Request for Proposal (RFP) (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. (iv) The corresponding NAICS code 511210 Software Publishers with a size standard $25 million. (v) Description of Items One Year License : 2008 and 2009 MarketScan Commercial Data 2008 and 2009 Benefit Plan Design Data 2008, 2009, and 2010 MarketScan Health Risk Assessment Data Technical Assistance (REMIS #HC-11020): (vi) Sole Source justification: This acquisition is conducted under the authority of 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Department of Health and Human Services, Program Support Center, on behalf of the Assistant Secretary for Planning and Evaluation (ASPE) in tends to award on a sole source basis to Thomson Reuters (Healthcare) Inc., 777 Eisenhower Pkwy, Ann Arbor, MI 48108-3273. Thomson Reuters (Healthcare) Inc. is the sole developer and distributor of the copyrighted MarketScan Research Databases. These datasets are nationally representative sample of claims from over 40 million insured lives that include in-depth information on a wide variety of health plans, health plan benefits, and individual behavioral risk profiles, which are essential for the internal health insurance exchange research projects listed below: 1) ASPE is involved in designing and testing methods for the three risk mitigation components specified in the Affordable Care Act (ACA) and how these three components will be integrated during the critical first three years of the Health Insurance Exchanges (2014-2016). Exchanges represent a novel interaction of premium rate setting and the risk mitigation never before implemented in an insurance market. ASPE needs to test numerous options and simulate numerous Exchange scenarios using actual claims and enrollment data for a commercially insured population. 2) ASPE is involved in conducting analyses to support the establishment of the essential benefit plan for Health Insurance Exchanges and needs to determine among other benefit issues related to the current commercial insurance market, what services are typically covered under existing employer sponsored plans. 3) ASPE is actively involved in seeking ways to reduce Medicare costs and plans to conduct analyses that compare Medicare prices and commercial prices for specific services beginning, with clinical lab tests. (vii) A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS REQUIREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same services. All capability statements received by closing of this notification of this synopsis will be considered by the Government. Each response should include the following Business Information: DUNS.
