Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS PROCUREMENT IS SUBJECT TO FAR CLAUSE 52.232-18 AVAILABILITY OF FUNDS. The provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-53 dated 8/04/2011. The Export-Import Bank of the United States (Ex-Im Bank) intends to make an award for independent reporting, analysis, league tables, and lists of deals through Euromoney's Air Finance, Project Finance, and Trade Finance journals. The award will be for a base year valued at approximately $14,008.00, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Ex-Im Bank of the United States' Research Library has a requirement to purchase 1 print copy of each of the Euromoney titles mentioned above, as well as online access for all Bank employees via IP recognition. Online access is critical because these journals are in high demand, and a print subscription alone would delay important information getting to Bank end users in a timely manner. The Euromoney publications provide respected reporting relevant to Ex-Im Bank decision makers without which The Bank would be unable to make critical financial decisions in its dealings with sovereigns, banks, and companies. Although Euromoney titles are distributed and available through third-party distributors, there is a one-month lag between publication and distribution. By subscribing directly through Euromoney, Ex-Im Bank receives the research and articles as soon as they are published. Euromoney has global coverage, with an editorial base in Europe. This makes for a unique and different content focus from most traditional U.S. sources. Further, Euromoney frequently reports on Ex-Im Bank; in particular, Trade Finance is one of the only magazines that regularly does so; therefore direct access to the magazine online as soon as it is published is critical. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (May 2011)); 52.212-4 (Contract Terms and Conditions-Commercial Items (June 2010)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2011)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2000)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Provide immediate access, at the time of publication, to the following 3 journals: Airfinance Journal, Project Finance, Trade Finance • Provide a non-US perspective on global trends in the financing of trade, projects, and aircraft • Provide journalistic coverage of the US Ex-Im Bank's role in the financing of trade, project, and aircraft • Past performance. Technical and past performance, when combined are significantly more important than price. INQUIRIES CONCERNING THIS INTENT TO PROCURE THE IDENTIFIED SERVICES FROM EUROMONEY ON A SOLE SOURCE BASIS SHOULD BE SUBMITTED TO MS. LORITA JACKSON AT lorita.jackson@exim.gov WITH A CC: TO MR. WILLAM BOYD AT william.boyd@exim.gov.
