Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS PROCUREMENT IS SUBJECT TO FAR CLAUSE 52.232-18 AVAILABILITY OF FUNDS. The provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-53 dated 8/04/2011. The Export-Import Bank of the United States (Ex-Im Bank) intends to make an award for global banking and sovereign research under Moody's CreditView platform. The award will be for a base year valued at approximately $108,312.00, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Ex-Im Bank of the United States' Research Library has a requirement to purchase credit analysis and opinions from a diverse spectrum of independent sources. Moody's CreditView ratings research platform includes the following types of research: Issuer and Industry research, Credit opinion, Long Term Ratings, Market Signals & EDFs, Financial and Credit Ratios, and a Monthly Default Report (MDR). These products provide crucial ratings materials and analytical support without which The Bank would be unable to make critical financial decisions in its dealings with sovereigns, and banks. Moody's reports are used in conjunction with other rating agency reports. Other sources of ratings reports used by Ex-Im Bank include Fitch and Standard & Poor's. Moody's provides not only complementary content, but also unique coverage and analysis unavailable anywhere else. Moody's is often the only source for certain bank and sovereign ratings materials. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (May 2011)); 52.212-4 (Contract Terms and Conditions-Commercial Items (June 2010)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2011)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2000)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Provide access to the following types of research for banks and sovereigns: Credit Opinion, Issuer Research, Industry Research, Long Term Ratings, Market Signals & EDFs, Financial and Credit Ratios, and Monthly Default Report (MDR) • Provide the above types of research for banks and sovereigns that are not covered by other rating agencies • Provide credit ratings and opinions for banks and sovereigns that is unique and different from other rating agencies • Past performance. Technical and past performance, when combined are significantly more important than price.
