Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. THIS PROCUREMENT IS SUBJECT TO FAR CLAUSE 52.232-18 AVAILABILITY OF FUNDS. The provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-53 dated 8/04/2011. The Export-Import Bank of the United States (Ex-Im Bank) intends to make an award for aviation industry research from the Centre for Asia Pacific Aviation (CAPA) under their Diamond (premium) research service. The award will be for a base year valued at approximately $5,525.00, plus four consecutive twelve month options. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Ex-Im Bank of the United States' Research Library has a requirement to purchase news and analysis on the global aviation industry. CAPA's Diamond (premium) research service provides coverage of all aspects of the aviation industry across all geographic areas. Many vendors provide news and analysis of the aviation industry, but most are limited in their coverage to one or two specific aspects of the sector, such as aircraft financing. CAPA provides news and analysis about every aspect of the aviation industry globally, including airline fleet analyses, traffic data, key people, aircraft valuations, airports, and financial information at the airline, airport, regional, country and international levels. The most significant aspect of the coverage is its reach. For example, in the Airline Profiles section of the service, smaller airlines such as TAAG (Linhas Aéreas de Angola) and Avianca are analyzed equally alongside larger airlines such as Qantas and Air France. This in-depth coverage is critical to the U.S. Export-Import Bank as we do much of our business in emerging markets. The Country Profile area provides not only insight about a certain low-cost carrier's market penetration in an emerging market country, but the penetration of an aviation alliance in that same country. The advanced nature of this service will greatly enhance the level of information that the Research Library can provide to the Bank, especially the Ex-Im Transportation Division. It will also allow Transportation staff to carry out their own in-depth analyses as needed, relieving limited resources. CAPA's Diamond research is unique in that it offers 1) interactive tools, graphics, maps and charts; and 2) data, which is culled from their own studies as well as partnerships with other top aviation experts. No other aviation vendor provides comparable tools on top of news and analysis. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008); 52.212-3 (Offeror Representations and Certifications-Commercial Items (May 2011)); 52.212-4 (Contract Terms and Conditions-Commercial Items (June 2010)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2011)); 52.217-8 (Option to Extend the Services (Nov 1999)); 52.217-9 (Option to Extend the Term of the Contract (Mar 2000)); and 52.237-3 (Continuity of Services (Jan 1991)) for commercial items and services. Supplemental Information to Clause 52.212-2: Paragraph (a) evaluation factors are: • Provide immediate access, at the time of publication, to the following 3 journals: Airfinance Journal, Project Finance, Trade Finance • Provide a non-US perspective on global trends in the financing of trade, projects, and aircraft • Provide journalistic coverage of the US Ex-Im Bank's role in the financing of trade, project, and aircraft • Past performance. Technical and past performance, when combined are significantly more important than price.
