Description
This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE), Procurement Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the Government's intent to award a sole source Purchase Order to the Minnesota Implan Group, Inc., (MIG) Hudson, Wisconsin, in accordance with FAR 13.106-1(b). The MIG, is the only company authorized to sell IMPLAN (Impact analysis for PLANning) data and software. BOEMRE anticipates awarding a firm fixed price Purchase Order to MIG for the purchase of 2010 IMPLAN data, U.S. National Package, single user license and a second user license split for three users. IMPLAN is input-output modeling software and data system developed by the U.S. Forest Service and the University of Minnesota. BOEMRE will use the 2010 data to update the economic multipliers in the OCS Economic Impact Model; namely, MAG-PLAN. The anticipated value is $58,000. BOEMRE has determined that there is no other vendor that offers equivalent data that can be incorporated in MAG-PLAN without major and costly modifications. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, any and all information received by the point of contact (POC) listed below; by 10:00am, Monday, September 19, 2011 will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
