Call 1-888-227-2423 or visit the Internet at http://www.ccr.gov for more information. FISC San Diego is announcing its intent to issue a Request for Quote (RFQ) for USS PRINCETON CG-59. This announcement is published as a Total Small Business Small Business Set-Aside action per FAR 52.219-1 and 52.219-6; (this means you must be a small business, quoting the product of a small-business manufacturer). This procurement is restricted; all responsible sources may submit an offer. This is a synopsis for commercial supplies/services prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. A separate written solicitation will be issued upon request. Solicitation number RFQ N00244-11-T-0386 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15 and Defense acquisition Circular 91-13. The standard industrial code is 2299 All supplies/services are to be delivered: 32 ND Street San Diego CA 92136. Acceptance shall be made at destination. Agency needs the following: BEVERAGE LINE 0001 Repair Cospolich Under Counter Reefer. Provide labor and material to inspect and repair existing Cospolich under counter refrigerator model UCR10-2M-SN-MLR, serial 4600-97. Contractor shall recover refrigerant, fabricate new line set with quick connects. Remove evaporator and sweat off old style quick connects, braze on new style. Pressure test independently of refrigerant circuit. Reinstall evaporator, replace Thermostat, replace low pressure switch. Pressure test unit to certify repair, replace gasket, latch and strike. Perform vacuum drop test. Charge unit with refrigerant and perform start up and operational testing. Verify LP Switch settings and adjust thermostat as required. Maintain three hour temperature log. 0002 Install GFM Cospolich Under Counter Reefer. Provide labor and material to install (1) each new GFM Cospolich under counter refrigerator model UCR10-2M-SN-MLR. NOTE: Manufactures instructions require running new reefer 24 hours prior to disassembly. Ships force to provide temporary power (extension cord) to unit for operational test. Tag out existing unit. Disconnect electrical, bag and tag cable end. Recover refrigerant from unit. Unbolt counter top legs from deck pads. Place shoring material under counter top, utilize jacks to raise counter top sufficient to obtain clearance to remove existing reefer. Lower counter legs back to deck. Disassemble existing unit move to pier for disposal by ship force via DRMO. Upon completion of 24 hour operational test, secure new unit, disassemble and move to install site. Reassemble unit, and seal using OEM sealant, using jacks and shoring material raise counter top. Set new unit in place and secure. Lower counter top. Secure counter top legs to deck pads. Megger power supply, 4MEG OHM or greater is required. Make electrical connections. Clear tag out and start up unit. Perform operational testing. Maintain three hour temperature log. CPO ANNEX 0003 Install GFM Cospolich Cold Food Counter. Provide labor and material to install (1) each new GFM Cospolich cold food counter salad bar model CFC3T-2M-SN-MLR. NOTE: Manufactures instructions require running new reefer 24 hours prior to disassembly. Ships force to provide temporary power (extension cord) to unit for operational test. Tag out existing unit. Disconnect electrical, bag and tag cable end. Recover refrigerant from existing unit. Power is required to open solenoid valves for recovery. Tag out electrical power to existing unit. Disconnect electrical, bag and tag cable end. Disassemble existing unit move to pier for disposal by ship force via DRMO. Upon completion of 24 hour operational test, secure new unit, disassemble and move to install site. Reassemble unit, and seal using OEM sealant, set new unit in place and secure. Megger power supply, 4MEG OHM or greater is required. Make electrical connections. Clear tag out and start up unit. Perform operational testing. Maintain three hour temperature log. MAIN GALLEY 0004 Install GFM Cospolich Thaw Box. Provide labor and material to install (1) each new GFM Cospolich thaw box model THW60-2M-SN-MLR. -Tag out existing unit. Disconnect electrical, bag and tag cable ends. Remove flashing as required, set aside for reinstallation. NOTE: As the thaw box is disassembled, move all parts / pieces to the pier and stage on pallets provided by Ships Force. Ships Force is responsible for turning in removed unit to DRMO. Recover refrigerant. Disconnect condensing units from refrigerant circuit and remove. Disconnect evaporator's from circuit and remove. Remove doors from unit. Unlock cam locks on panels and complete disassembly to the base unit. Unbolt or cut welds as appropriate to remove base unit. Move base and panels to pier. Secure for transporting. NOTE: Manufactures instructions require running new unit 24 hours prior to disassembly. Ships force to provide temp power (extension cord) to unit for operational test. Upon completion of 24 hour operational test, secure new unit, disassemble and move to install site. Reassemble unit and seal using OEM sealant, set new unit in place and secure. Megger power supply, 4MEG OHM or greater is required. Make electrical connections. Clear tag out and start up unit. Perform operational testing. Maintain three hour temperature log. CPO MESS 0005 Reinstall Cospolich Modular Refrigerator/Freezer. Provide labor and material to disassemble and reassemble (1) each existing Cospolich model R10F10-2M-SN-MLR. Upon inspection it was determined that the unit was not installed by the installing activity in accordance with the manufactures installation thus voiding the warranty. The cam locks were not locked in and there are visible gaps between the panels with no sealant. SCOPE: Tag out electrical, disconnect electrical, bag and tag cable ends. Pump down refrigerant to receiver. Secure liquid line and return line service valves. Remove condensing units, evaporators and door assemblies. Unlock cam locks that are engaged, complete disassembly leaving base unit in place. Inspect base unit and ensure it is securely installed (fasteners / welds). Reassemble unit and seal using OEM sealant. Reinstall evaporators and condensing units making all connections. Megger power supply, minimum of four meg-ohms required. Make electrical connections. Clear tag out and perform start up. Maintain temperature logs for three hours minimum. WARDROOM 0006 Reinstall Cospolich Cold Food Counter. Provide labor and material to disassemble and reassemble (1) each existing Cospolich cold food counter salad bar model CFC4T-2M-SN-MLR. Upon inspection it was determined that the unit was not installed by the installing activity in accordance with the manufactures installation thus voiding the warranty. The cam locks were not locked in and there are visible gaps between the panels with no sealant. Ships force also reports that this unit has a ground. SCOPE: Pump down refrigerant to receiver. Secure liquid line and return line service valves. Trouble shoot ground on unit: Remove condensing unit without disconnecting electrical or refrigerant lines. Inspect all plug connectors and ensure connections are made correctly. Disconnect compressor and ohm SRC to ensure no ground on the compressor. Tag out electrical supply, disconnect in coming power. Megger power supply, greater than 4 meg-ohms required. Make report. Remove condensing units, evaporators and door assemblies. Unlock cam locks that are engaged. Complete disassembly leaving base unit in place, inspect base unit and ensure it is securely installed(fasteners / welds). Reassemble unit and seal using OEM sealant. Reinstall evaporators and condensing units making all connections. Megger power supply, minimum of four meg-ohms required. Make electrical connections, clear tag out and perform start up. Maintain temperature logs for three hours minimum. MAIN GALLEY VEG PREP 0007 Repair Cospolich Under Counter Reefer. Provide labor and material to inspect and repair existing Cospolich under counter refrigerator model UCR20-2M-SN-MLR. Inspection revealed that the unit is low on refrigerant charge, the thermostat is non responsive, and the evaporator fan and blade need to be replaced. Line set is bent and kinked creating restrictions in refrigerant flow. SCOPE: Recover refrigerant, pressure test with nitrogen to find leak(s). Repair leaks found, Fabricate and install new line set, replace thermostat, replace liquid line dryer. Pressure test to certify repairs. Evacuate refrigerant circuit for one hour, place on vacuum drop test. Upon successful drop test charge unit with refrigerant in accordance with manufactures specifications. Perform start up. Set (adjust) low pressure switch as required. Adjust thermostat as required to obtain proper operating temperatures. Submit service order. MAIN GALLEY SERVING LINE 0008 Reinstall Cospolich Cold Food Counter. Provide labor and material to disassemble and reassemble (1) each existing Cospolich cold food counter salad bar model CFC4T-2M-SN-MLR. Upon inspection it was determined that the unit was not installed by the installing activity in accordance with the manufactures installation thus voiding the warranty. The cam locks were not locked in and there are visible gaps between the panels with no sealant. SCOPE: Pump down refrigerant to receiver. Secure liquid line and return line service valves. NAVSEA standard items are applicable where required.
