- The Centers for Disease Control and Prevention (CDC), 2920 Brandywine Rd. Atlanta, GA 30341 intends to award a sole source, firm fixed price contract, in accordance with the authority of FAR Part 15 and 41 USC 253 (c) (1) as set forth in Federal Acquisition Regulation 6.302-1 on behalf of the Division of Laboratory Sciences for the procurement of a machine/device that will print and apply labels to Matrix trackmate tubes and scan barcodes of said labels. The North American Industry Classification System code is 333993, size standard 500 people. The purpose of this procurement is to assist the Diabetes Auto-antibody Standardization Program (DASP) project send out 24,000 aliquots to both domestic and international laboratories as needed. This will be done through the purchase of a machine/device that will label tubes as follows: 1. Feed 1.4 mL Matrix brand tubes through a vibratory feeder bowl. 2. Place tubes from the vibratory feeder bowl escapement track and deliver it to the label application station. 3. Print specified label from specified data base. 4. Apply label to tube. 5. Apply bar code on label, which will be scanned to verify accuracy. 6. Discards tubes with unrecognizable bard codes and apply correct recognizable/accurate bar code to next tube. 7. Place properly labeled/barcoded tubes into matrix box. 8. Must use same custom made labels that are currently used in our laboratory and are able to remain firmly affixed to the tube in liquid nitrogen. 9. Up to 4 matrix boxes must be able to be placed in the labeler at any one given time. 10. Machine/Device will fill wells as instructed. (Example: a 160 tube batch can be created in 2 boxes and the next tube can be placed in the 3rd box.) This notice of intent is not a request for competitive quotes. No solicitation document is currently available and telephone requests will not be accepted. Any firm that believes it can meet the requirements may and must provide, IAW FAR 5.207( c )(16)(ii), a capability statement with supporting evidence furnished in sufficient detail as to demonstrate ability to comply with the requirements. All capability statements and/or questions must be in writing and must be emailed to Candice L. Simmons at iie3@cdc.gov on or before 1:00 pm EST on September 8, 2011. Please reference "CDC-00300" on all correspondence. All capability statements received will be evaluated to determine interested vendor's ability to perform the requirement in it's entirety, however the final determination rests with the relevant Contracting Officer.
