- THIS IS A NOTICE OF INTENT. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The NAVSUP Fleet Logistics Center San Diego intends to issue a fixed priced contract award on a sole source basis to L3 Communications for re-assembly of an F-18 aircraft for use as ordnance training aid at NOLF San Diego, CA. This service is a commercial item as defined in FAR Part 2. The procurement will be processed in accordance with Federal Acquisition Regulation 13.106-1(b). No solicitation exists for this requirement. Market research has determined that L3 Services, Inc is the company that has the expertise and equipment and currently manages the Stricken Aircraft Reclamation Disposal Program (SARDIP) warehouse for the DON. The North American Industry Classification System Code is 336411 “ Aircraft Manufacturing. Interested parties capable of satisfying this requirement may submit offers in the form of capability statement not to exceed three (3) pages in length describing expert knowledge and responsibility to provide the service to the point of contact no later than 9:00 am September 9, 2011 Pacific Standard Time via email. Responses to this notice of intent are subject to evaluation, and a determination by the government not to compete the proposed procurement based upon responses to the notice is solely within the discretion of the government. If no responses are received, NAVSUP FLC San Diego will proceed with the sole source award. Mandatory terms and conditions of Federal Acquisition Regulations 52.212-4, and 52.212-5 will apply to the anticipated award wherever applicable. The acquisition process is conducted under FAR Part 12 - Acquisitions of Commercial Items. Award shall be pursuant to FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures.
