- Questions received from interested participants and our responses follow: 1. QUESTION: Does the end user expect the wing box to be removed from the fuselage for transportation? If not, will the end user accept the inside wing sections be cut off and then re-welded at reassembly? RESPONSE: Engineered Wing Box removal and splicing the wing root for overland transportation is permitted. 2. QUESTION: Are there any available pictures of the C-130E at present? If so, can they be provided? RESPONSE: Pictures are attached. 3. QUESTION: Is the C-130e located in the active training area of Sheppard AFB or has it been moved to the salvage/storage ramp area? RESPONSE: The C-130 has been moved to a salvage ramp and there is plenty of room to work. 4. QUESTION: Has the C-130e been purged of all fluids including fuel & hydraulic fluid? If no, who disposes of these fluids? Government or Contractor? RESPONSE: The C-130e has been purged of fuels and fluids; however, there may be some residue the contractor shall be required to remove. 5. QUESTION: In the PWS, Paragraph C.1.2.2 states period of performance is 21 days; can you advise how this period of performance was determined? Based upon our experience with the C-130, disassembly and reassembly will take approximately 1900 to 2200 man hours. Even if you operate 10-man shifts 24/7, there is no way to accomplish this project in the time frame proposed. RESPONSE: Performance period is changed to 60 calendar days. 6. COMMENT: We recently moved a C-130 fuselage from Lackland AFB, San Antonio, TX and transported to Fort Lee, VA. To accomplish this move, we built a custom trailer to accommodate the entire C-130 fuselage; this move was part of a BRAC move that resulted in a USAF Loadmaster Training Unit being moved to Fort Lee; however, this fuselage has a center box beam that was cut flush with the fuselage and did not extend. Also, this fuselage had no vertical or horizontal stabilizers installed, as the fuselage was located inside a large building, secured to the floor. We believe for your mission with the aircraft, you do not need an entire re-assembly of the airplane. I know for a fact that when a replacement C-130E was flown into Ft. Lewis to replace an older/aging/ corroded C-130A model airframe, just the fuselage was utilized, the empennage (Vertical/Horizontal Stabilizers), wings, engines and props were scrapped. Now I know that Ft. Lee when they received their C-130E, it was flown to an airport nearby Ft. Lee and then disassembled, transported, then resassembled, so this task trainer has been accomplished in two ways by the Army, I believe that for the Army Mission, the method utilized by Ft. Lewis is the most economical way to perform the job, but, that is just an opinion, but with the limited timeframe to accomplish this project, it is our opinion that it would be the prudent move. RESPONSE: We appreciate your comments. 7. QUESTION: Will we be afforded an opportunity to inspect the C-130e at Sheppard AFB? RESPONSE: C-130 may be inspected at Missile Road Visitor's Center. POC is Mr. Jeremy Whitmore at 210-669-5389. 8. QUESTION: Item C.5.3 of solicitation W9124811T0051 states that each axle of the C-13e Aircraft will rest on a bracket so that the wheels will not rest directly on the concrete. Will the Governing provide said "brackets" or, will the Contractor be responsible for the design, fabrication, and installation of such brackets? RESPONSE: Brackets will be provided by the Government. 9. QUESTION: Your synopsis indicates that the period of performance is 21 calendar days. As one who has recently dis-assembled a C130, transported it and then completely re-assembled it to a "static display" status, this seems to be a very short time frame for the amount of work involved. Is this a firm fixed timetable or is there some flexibility in the actual amount of time this project will require? RESPONSE: Period of performance is changed to 60 calendar days. Reassembly of the C-130 at Fort Campbell cannot start earlier than 15 October 2011 due to completion date of the concrete pads. Closing date is extended to 12 September 2011 3:00 P.M. CT. Offers must be received NLT 12 September 2011 3:00 P.M. CT. Offers received after 12 September 2011 3:00 P.M. CT will not be considered for award and will be rejected. Point of Contact Erin E.
