Description
DLA Energy -MK intends to solicit on a 100% Small Business Set-Aside for the delivery of Liquid Nitrogen (LN2), Type II, Grade B, Class 1 in accordance with A-A-59503 dated 20 Oct 09, NSN: 6830-00-285-4769. The offeror shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of Liquid Nitrogen F.O.B. Destination into a Government-owned tank at the Naval Air Facility (NAF) Washington, Building 2492, West Perimeter Road, NAF Washington, Andrews AFB, MD. The Government intends to award one Firm Fixed Price, Requirements-type contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The estimated contract ordering period will be four-years, nine months from 1 October 2011 through 30 June 2016. The total estimated contract quantity is approximately 8,000 gallons per year for a four-year, nine-month total estimate of 38,704 gallons. The solicitation will also contain line items for associated services such as Tank Purge, Hot Fills, Non-Routine Delivery, and Detention. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 6 September 2011 and will be posted to the FedBizOpps web page (http://fbo.gov/). The anticipated award date will be 30 September 2011. If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All responsible Small Business sources may submit a proposal, which will be considered by the agency.
