Description
The U.S. Census Bureau intends to negotiate, on an other than full and open basis, under the Authority of FAR Part 6, Subparts 6.301 and 6.302, with Paul Zeisset, for expert advice and assistance that the Economic Planning and Coordination Division (EPCD) needs in order to develop 2012 Economic Census promotional material, assist in the transition to AFF2, develop aids to assist users in finding data on the website, assist the E2 team in upgrading the Economic area web presence, engage in knowledge transfer activities, and create historical Economic Census statistics that will be accessible from the FTP site. These activities are important to the Economic Programs Directorate because they provide a historical reference for user interaction with the Economic Census products. With the transition to AFF2 and the shift toward a primarily electronic user, it is extremely important that EPCD utilizes this experience in moving toward 2012. The contractor shall provide advice and assistance on the following tasks: 1. Develop content for the 2012 Economic Census promotional program a. Develop tutorials • How to study your industry • How to study your area • How to incorporate Economic Census data in your marketing plan b. Assist in the development of publicity materials and websites c. Develop E-blasts to intermediaries, including information from the 2007 Economic Census and estimates of forms going to the recipient's area d. Assist in the development of Industry Snapshots • Compose "Did You Know" factoids by industry • Develop specifications for handling NAICS comparability issues in the year-to-year change data • Assist in the development of broader range of content for the Snapshots, including key product lines, size tables, race/ethnic distribution, and current time series 2. Assist in the transition to AFF2 a. Advise team on development of content for webinars, seminars, and how-to web pages b. Advise team on adjustments to existing web pages as necessary to link to AFF2 (all AFF-related URLs change when we go to AFF2) 3. Develop aids to assist users in finding data on the web site a. Advise staff on development of tools for locating data by data item, across programs both in and outside of AFF b. Relay user feedback to website team to assist in the development of the new Economic Census Website. 4. Assist the E2 team in continuing the upgrading of the economic area web presence a. Extend specifications to allow continuing maintenance of the Industry Statistics Sampler and advise on the development of upgraded replacement (on supported software) b. Analyze user feedback 5. Engage in knowledge-transfer activites a. Undertake comprehensive review of Frequently Asked Questions b. Develop "infrequently asked questions" for internal use, for subject matter not considered essential for published FAQs, but needed for staff expertise. 6. Make historical Economic Census statistics accessible from the FTP site a. Lead project to reformat data from 1987 and 1992 CD-ROMs b. Lead project to reformat data from archived tape files 1972-1982 c. Prod ACSD to make sure historical economic census publications are converted to PDF, as decennial publications already have been. Primary deliverables will be consultations, analyses, recommendations, and reports (oral or written) on proposed projects under statement of work. In many cases, the contractor will provide these products and services during the course of day-to-day interaction with EPCD managers and staff. A general timetable for delivering these products and services follows: • Consultations to the 2012 Economic Census promotional program and bi-weekly meetings with CROB staff on status. • Consultations on developing training materials, seminars and webinars to promote the new AFF to the Economic Census data user community. Bi-weekly meetings with SSPB staff on status. • Reports on various special interest topics that have an impact on the quality of BR data. Examples include: evaluating comparisons of BLS and IRS addresses. • Biweekly meetings with EPCD and ESMPD to review implementing historic tools into supported software. • Biweekly meetings to report on status of updating FAQs and creating an "infrequently asked question" database. • Biweekly meetings to demonstrate status with EPCD on effort to reformat historic Economic Census statistics into an electronic format to be loaded to FTP site. • Other general consultations on improvements to American Factfinder 2 and the general Economic Census web presence. The period of performance is for one base period from Date of Award through August 31, 2012 This notice is not to be considered a request for quotations or proposals, rather interested parties may submit a capabilities statement no later than 9:00 a.m. Eastern Time on September 19, 2011 to Pamela Miller, Contract Specialist, at Pamela.a.miller@census.gov. No contract will be awarded on the basis of offers received in response to this notice, but capability statements will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative response is received within 15 days from the publication of this synopsis, a contract may be issued to Paul Zeisset.
