Request for Proposal for Fort Harrison, Montana, Spokane, Washington and Portland, Oregon This procurement is for 3 Enhanced Use Lease (EUL) opportunities at 3 separate EUL sites under 3 separate EULs available for redevelopment by one or more Offerors. The EUL sites are as follows: A 2 acre parcel of land and buildings 2,3,4,5,11,12,13,14,41,42 and 35 at the Fort Harrison, MT VAMC; A 3 acre parcel of land at the Spokane, WA VAMC; A 1.35-2.0 acre parcel of land at the Portland, Oregon VAMC “ Vancouver Campus. The VA objective of the RFP is to receive proposals from one or more Offerors to develop the EUL sites to provide permanent supportive housing for homeless Veterans and Veterans at risk of homelessness under a long-term ground lease with VA for up to seventy-five (75) years. In return for a long-term lease of the property, the selected Offeror will provide fair consideration to VA.
