- PDF version of questionnaire RFI-02-11-EGA Request for Information Air Force Civil Engineering Commodity Council (AFCECC) Paint and Protective Coating Services 6 September 2011 1.0 Description This is a Request for Information (RFI) only. The purpose of this RFI is to obtain market information or capabilities for planning purposes as defined in FAR 15.201(e). This RFI shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Participants are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. It does not guarantee a subsequent solicitation will be issued. Submission of any information in response to this RFI is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government. The information requested will be used by the Air Force to facilitate decision making for potential future acquisitions. Please monitor the Federal Business Opportunities (www.fbo.gov) website for future information pertaining to this potential requirement. 2.0 Background The Air Force Civil Engineering Commodity Council (AFCECC) is seeking information on paint and protective coatings services in support of Air Force installations throughout the United States. The AFCECC is part of the Enterprise Sourcing Group (ESG) located at Wright Patterson AFB, OH. The mission of the ESG is to provide the U.S. Air Force cross-functional installation strategic sourcing and acquisition solutions. The ESG is the Air Force's centralized organization for executing enterprise-wide strategic sourcing of goods and services for Air Force installations throughout the United States. They utilize strategic sourcing best practices to continually improve and re-evaluate organizational purchasing activities, to improve quality, and reduce costs for installation acquisition. The ESG uses cross-functional teams called "Commodity Councils" to strategically source goods and/or services at the enterprise level. We are conducting market research into the paint and protective coatings service industry to better understand the capabilities of the supply base and obtain feedback on our projected paint and protective coating needs. The initial scope of this research includes services for interior/exterior paint, protective coatings, and inspection/abatement of lead paint. The service includes labor, tools and equipment necessary to paint facilities, structures, and surfaces at approximately 71 Air Force Installations. All CONUS facilities (including Medical facilities) are in scope, to include Hawaii and Alaska. Currently, these services are typically procured, when needed, by each facility using a local base contracting office. The AFCECC seeks to develop a long term strategic sourcing contract vehicle to satisfy demand so facilities may place orders as needs arise. By leveraging resources, defining common requirements and specifications, we will simplify the acquisition process and reduce the lead time in the ordering process for the requesting location. There has not been any final determination concerning the number, scope and geographic coverage of requirements associated with this area of interest. 3.0 Requested Information The AFCECC seeks to learn from industry the unique aspects or procedures for paint and protective coatings throughout the United States. As the AFCECC is analyzing the feasibility for an Air Force wide acquisition solution, preliminary research suggests that the scope might stretch the capabilities of small business. However, we seek both large and small business respondents who are interested in supporting the Air Force's needs. The input received will help us ascertain the interest, capability, and capacity of all potential offerors. Reviews of available North American Industrial Classification (NAICS) codes/spend (3 year average annual receipts) suggests 238320 - Paint and Wall Covering Contractors - with a small business size standard of $14M may be most applicable for this effort. If you are an interested large or small business, please complete the short questionnaire at http://www.mcix.com/questionnaire. This will include providing the name, phone number, and e-mail address of a company representative that the Government may contact for additional information. We highly encourage all interested parties to provide a complete and thorough questionnaire in response to this RFI, however not responding will not preclude participation should a solicitation be released. Notice: The Air Force has non-government employees (i.e. contractor employees) assisting with its market research. These non-government employees, all of whom have signed nondisclosure agreements, will have access to industry responses. The above link will direct you to the online questionnaire. For your convenience, there is a PDF document that has all the questions so you and your company can review prior to starting the online questionnaire. You will need to have information such as your company's DUNs number, CAGE code (if available), basic employee data, revenue data, etc. for the past 3 fiscal tax years (or as best approximated). The PDF document is for reference only. The online questionnaire will be the source tool for gathering responses, please use the best available information or estimates. If you need to stop the survey during any time, you will be able to resume your session using the same computer from which you started. Information gained through this RFI will be used to further define the AFCECC requirements. Individual capability briefs will not be accepted at this time. Interested parties are urged to monitor the official Government Point of Entry at www.fedbizopps.gov for future announcements regarding future needs. It is the responsibility of interested parties to check this site regularly for any changes or updates. The Federal Business Opportunities (FBO) website can send automatic alerts when a notice is posted meeting established criteria.
