- SF1442 Department of Labor Rates COMBINED SYNOPSIS/SOLICITATION AB1330-11-RQ-6771 Construct and Install Hand Rail at Northwest Fisheries Science Center (NWFSC) In Accordance With the Statement of Work. (I) This is a combined synopsis/solicitation for construction prepared in accordance with the simplified acquisition procedures authorized in FAR Part 36. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFP Number AB1330-11-RQ-6771/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-53. (IV) This solicitation is being issued as a Total Small Business Set-Aside.. The associated NAICS code is 238990. The size standards in number in millions of dollars is $14M. (V) This combined solicitation/synopsis is for the replacement of gutters on the Newport Aquaculture Laboratory Building. CLIN 0001: Construct and install hand rail at NWFSC per attached statement of work by October 31, 2011. (VI) Description of requirements is as follows: STATEMENT OF WORK Construct and install hand rail at NWFSC per attached statement of work. 1. Organization: 1.1 The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 2. Background: 2.1 The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. 3. Purpose: 3.1 The NWFSC Montlake Laboratory in Seattle, Washington seeks to improve pedestrian access and safety by the installation of a hand rails up the northeast walkway between the main laboratory building and Montlake Boulevard to the east. 4. Objective: 4.1 In accordance with the terms of this contract, the vendor shall be required to furnish all materials, engineering, and installation at the Northwest Fisheries Science center facility. The vendor shall plan, schedule, coordinate, and assure effective performance of all services described herein. 5. Contractor Qualifications and Training: 5.1 The vendor shall be a company engaged in the business of providing labor, equipment, tools, and parts necessary for the installation of hand rails. 5.2 Possess those licenses and/or permits required to install hand rails etc. Personnel must trained in the installation of such systems. 5.3 Vendor must be knowledgeable in local, state, and national codes and regulations. All work shall comply with the latest revision of codes and regulations. When a conflict exists between local or national codes or regulations the more stringent codes or regulations shall be followed. 5.3 The contractor shall furnish all labor, materials, equipment and supplies; and shall perform all operations necessary for the completion of the contract. 6. General Installation: 6.1 The installation shall be made in strict accordance with the latest requirements of the City of Seattle, King County, and Occupational Safety & Health (OSHA)as minimum requirements. 6.2 There are two location along the north driveway (lower and upper) that will require railing installed, see attached drawing and contact the point of contact (POC) (Supervisory Facility Operation Specialist) for detail locations. 7. Special Requirements 7.1.Railing shall be 1.6" O.D (outside diameter). 7.2 Railing shall have a smooth surface to touch. 7.3 Railing post shall be set in concrete beside and adjacent to the sidewalk and set at the appropriate depth. 7.4 Railing material shall be powder coated and either steel or scheduled 40 aluminum. 7.5 Railing shall be a single pipe handrail. 7.6 Railing shall be 36" tall from the surface of the sidewalk to the top of the handrail. 7.7 Railing shall be black in color. 7.8 Welding shall be primary method of connections of railing. 7.9 Length of railing is approximately 8.0 Location: 7.1 Work is to take place at the Northwest Fisheries Science Center, 2725 Montlake Blvd. E. - Seattle, WA 98112. 9.0 Contractors Task: These tasks are a summary of guidelines to be implemented by the contractor, and in no way represent the procedures on which the installation of handrail be conducted. It is the responsibility of the contractor to assure that the work be performed with the highest regard to professionalism. 9.1 Contractor shall install hand railing as designated and in compliance with contract requirements. 9.2 Contractor is responsible for excavation along sidewalk to assure uniformity of installation of railing. 9.3 Contractor will be responsible for removal of all debris created by the preparation and installation of the hand railing. 9.4 Railing post will set in concrete at the appropriate and required depth for this type of installation. 9.5 Contractor shall utilize safety barriers around and near work site to assure non-workers from entering job area. 9.6 The hand rail shall maintain a consistent height from one end to the other. 9.7 The contractor shall coordinate all work scheduling through the point of contact (POC) Supervisory Facility Operation Specialist (John Rheaume 206 860-3213). 10.0 Safety Requirements: 10.1 The contractor shall be in compliance with all City of Seattle, King County, State of Washington Safety requirements and regulations. The contractor is responsible for supplying safety equipment to all personnel working on site during this contract. Safety items include but are not limited to, eye protection, hearing protection, gloves, etc. 11. Environmental Protection 11.1 Contractor to comply with all applicable Federal, State, and local laws and regulations concerning environment pollution control and waste. 12. Period of Performance 12.1 Because the nature and urgency of this task the contractor shall have 30 days to fulfill (Complete) the contract from the date of award. 13.Deliverables 13.1 Inspection of work shall be performed by the Supervisory Facility Operations Specialist (POC). Any corrective action required as a result of the inspection shall be accomplished prior to final invoice. However, POC at any time may request correction or improvement if items are found to fall below the standards of contract specification. The contractor may be notified of deficiencies in performance orally or in writing. Oral deficiency notifications will be confirmed in writing. Prompt corrective action shall be taken by the contractor upon notice of deficiency. End of Statement of Work.
