- By way of this Notice, and in accordance with FAR 6.302-1, The Chicago District U. S. Army Corps of Engineers announces its intentions to award a Sole Source, Firm Fixed-Price Contract to Smith-Root Incorporated (SRI), 14014 NE Salmon Creek Avenue, Vancouver, Washington, 98686 to perform annual maintenance on Aquatic Nuisance Species Dispersal Barriers IIB. The work consists of performing specified annual maintenance on state-of-the-art proprietary high voltage electrical equipment and operating systems. Services shall include performing on-site annual maintenance on proprietary equipment and systems in accordance with the facility's Operation and Maintenance Manual, troubleshooting and repair of unanticipated problems encountered during the maintenance cycle, upgrading the facility's FBTCS operating software, and installing and interfacing a canal water level sensor with the facility's operating system, located on the Chicago Sanitary and Ship Canal near Romeoville, Illinois. SRI has the expertise and an experienced staff that is fully capable of performing the annual maintenance of Barrier IIB without additional assistance from the Government. SRI provides well-trained experienced personnel with the expertise to assume the immediate operation and maintenance of the Dispersal Barriers. SRI employees have a very intimate knowledge of the barriers and their mechanical and electrical systems. Equipment to be serviced and maintained includes an emergency stand-by generator, building and site lighting, and submerged electrode array on the canal floor and electric pulse generators, which is patented by SRI. The work may include crating and shipping patented electronic equipment components to SRI in Vancouver, Washington, and receiving and installing similar components. Items or maintenance not covered under this service contract are as follows: Operation failure due to accidents, labor disputes, flood, wind, lighting, rain, ice, earthquake, or other such Acts of God, Acts of War, Acts of Terrorism and Acts of Vandalism. The contract performance period is for approximately three (3) months. It is anticipated that the resultant contract will be firm-fixed price services contract. This notice is NOT a Request for Proposal therefore NO solicitation documents will be issued. Contractors who feel they can provide these services may submit a detailed qualification statement addressing the required services. Qualification statements must be submitted on or before 22 September 2011, NO LATER THAN 4:30PM CDST to anita.r.simpkins@usace.army.mil or by fax addressed Anita R. Simpkins at (312) 886-5475.
