- This is a Notice of Intent to award a non-competitive contract to the International Fire Service Training Association (IFSTA), 930 North Willis, Stillwater, OK 72078. The contractor shall conduct a study of emergent topics in Emergency Vehicle and Roadway Operations Safety which will allow for the development and demonstration of best practices for emergency vehicle and roadway operations safety in the emergency services - law enforcement and the fire service alike. This study would focus on enhancing the safety of law enforcement officers and firefighters, which ultimately would be of benefit to the general public as such emergency responders protect the public and cannot do so effectively if they are involved in vehicle crashes or are struck by vehicles while on duty. The findings of the study would be incorporated into the updated Public Safety Emergency Vehicle Safety Initiative from the original 2004 USFA Emergency Vehicle Safety Initiative that would include both law enforcement and the fire service. Federal Emergency Management Agency (FEMA) determined that IFSTA is very uniquely qualified to perform this work. Interested organizations may submit their capabilities and qualifications to provide these services via e-mail to Monique Matthews, no later than 3:00 PM, EST, Thursday, September 22, 2011. E-mail address: monique.matthews@fema.dhs.gov. Capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. This Notice of Intent is NOT a Request for Proposal (RFP) for competitive proposals.
